Position Summary: Leads personnel who are responsible for Routine/Complex and High Dollar Value Business Agreements in support of the Military Line of Business to include U.S. Army, Navy, Marines, Air Force, Special Operations, Foreign Military Sales, et al. Manages contracting activities to include those associated with U.S. Government classified programs. Acts with a reasonable degree of independence. Determines organizational objectives, and interprets company policies.


Primary Responsibilities:

Key Strategic Proposal Initiatives: 30%

  • Provides business oversite in preparation of proposal responses in line with internal review processes for key strategic initiatives with the Departments of Defense and Homeland Security to include Foreign Military Sales and Direct Commercial Sales.
  • Provides expert advice and recommendations on contract terms & conditions (to include Federal Acquisition Regulation (FAR)/Department of Defense FAR Supplement (DFARS) review and analysis via EXCEL).
  • Provides leadership to company executives on best contract structure, terms & conditions and ensures effective management of the overall contract during contractual performance.
  • Performs contract negotiations with the customer, and supports Contracts leadership during higher level negotiations and contract definition. Obtains approvals as required.
  • Identifies and resolves contract and proposal issues, bid strategy, risk areas, and implications of emerging contractual issues.

Business Operations: 25%

  • Responsible for the successful operation of activities of major significance to the organization.
  • Responsible for leading the review and establishment of Business Processes for Accounting, Billing, Cost Estimating, Procurement, Property, Material Management Accounting Systems (MMAS), Earned Value Management System (EVMS) and development and implementation of accompanying Policies and Procedures, as required.
  • Conducts briefings and technical meetings for top management and customer representatives.
  • Interacts with equivalent level managers concerning matters of significance to the company.

Contract Management: 20%

  • Provides contractual advice to company leadership to best posture contract structure, terms & conditions and ensure effective management of the overall contract during contractual performance.
  • Drafts and negotiates agreements (teaming agreements, consulting agreements, Non-Disclosure Agreements (NDAs) (inclusive of multi-party), proposals, purchase orders, contracts and subcontracts. Obtain approvals as required.

General Contracts and Program Management Support: 20%

  • Leads preparation and review of correspondence (contracts, finance, logistics, engineering, proposal administration) for management review/approval prior to submission to the customer.
  • Interacts daily and effectively communicates with program leadership, program managers, government personnel, prime contractors, and subcontractors on a variety of contract and subcontract issues.
  • Performs other contracts related duties as need to support the program and/or business as directed by the Sr. Director, Government Contracts.

Additional Responsibilities: 5%

Qualified Experience / Skills / Training:


Education:

  • Required: BS/BA Degree in an associated discipline required
  • Preferred: Master's Degree in business, contracting, economics or related field

Experience:

Required:

  • Experienced U.S. Government Contracts Professional with Minimum 10 years of experience within either Government or Private industry with an emphasis in contract negotiation, placement and management.
  • Experience working on proposals for U.S. Government requirements; have hands on experience on all types of awards including FFP, CPFF, CPIF, T&M, BOA's, Delivery/Indefinite Quantity (IDIQ) Delivery and Task Orders, and Other Transaction Authority (OTA) Agreements.

Licensure/Certifications:

Preferred: National Contract Management Association (NCMA) Certification or U.S. Government Equivalent.


Knowledge, Skills, Demonstrated Capabilities:

Required:

  • Expert knowledge of the FAR and DFARS and a solid understanding of Department of Defense (DOD), Department of Homeland Security (DHS) and General Services Administration (GSA) contracting methods.
  • Familiarity with the U.S. Government proposal review processes, and cost-allowability and auditing.
  • In-depth knowledge of FAR Part 12 - Acquisition of Commercial Items policies and procedures, as well as FAR Part 15 - Contracting by Negotiations.
  • Subject Matter Expert to include areas such as, but not limited to the following: contract modifications, contract compliance, contract requirements, contract changes, proposal preparation, Non-Disclosure Agreements, contract negotiations and U.S. Government classified contracting activities.
  • Ability to multi-task.
  • Team player, willing to go the extra mile to assure that projects are completed accurately and in a timely manner.
  • A high level of integrity is essential as well as an understanding of the importance of protecting the interests of the company while also assuring customer satisfaction.

Preferred:

  • An understanding of US Government Business Systems (Accounting, Billing, Cost Estimating, Property, Purchasing, Material Management and Accounting System (MMAS), Earned Value Management (EVM)) and the impacts that cost and schedule have on a Program.
  • A working knowledge of Other Transaction Agreements (OTA).

Communication Skills (Spoken, Written, Influencing, Proficiency in Other Languages):

  • Excellent internal and external communication skills and ability to write executive level letters, presentations, documents.

Technical Systems Proficiency:

  • Internal and commercial systems proficiency required for the position. Ex: Microsoft Office Suite (including WORD, EXCEL, PowerPoint), SharePoint, Project Management Systems, SAP (can be learned).

Travel Required:

  • 20% Domestic and International

Citizenship:

  • US Citizen

Clearance:

  • Ability to obtain and maintain a Government security clearance

Preferred:

  • Prior experience working under a Security Service Agreement
