What You Will Do:

The Project Controls SME/Supervisor will oversee a team of 6 full-time remote staff supporting NNSA's Acquisition and Project Management Office (APMO) focused on the independent dedicated acquisition, project management, and oversight support delivering capital asset project management services in support of NNSA's mission needs and requirements at Los Alamos National Laboratory (LANL). Specifically, the selected candidate will perform supervisory duties of a team of 6 contractor personnel providing project controls, scheduling and project reporting, cost management, earned value analysis, risk management, cost estimating, and security support for NNSA APMO at Los Alamos. Specific duties include: 5.2.1 Perform schedule management, progress measurement/reporting, schedule forecasting, and corrective action.

  • Review contractor schedules and confirm contract schedule progress.
  • Review, in detail, the M&O schedules, including monthly updates, with findings, analysis, and recommendations prepared for the Federal Project Director (FPD's) information. Determine critical aspects and activities of the project development that will require the attention/action of the Federal Team and M&O.
  • Create reports from Primavera P6 downloads that provide essential status information relating to schedule, man-hour, cost, Earned Value Management (EVM) metric, and fiscal data. Utilize capability to pull data from unlike system and non-system sources into a coherent database. Analysis is to include statistical reports, which analyze, evaluate, forecast, and report schedule status against an established baseline.
  • Review the material management and expediting systems utilized by the M&O. Assess the impact(s) of design/construction changes and schedule slippages. Provide guidance, direction, and specialized assistance for the resolution of difficult and complex project scheduling and control problems. Accumulate and access historical data, such as schedule activity duration metrics and performance experience, for use in maintaining a realistic basis for future planning and forecasting. Execute schedule change management process to approve changes.
  • Obtain periodic status updates of budget, progress, forecasts, schedule, and issues.
  • Verify scope trends and estimate costs by using contract terms.


What You Need (Minimum Requirements)

  • At least 3 years of experience performing supervisory and management responsibilities overseeing a team of technical SMEs performing Project Controls, Risk Management, and Security Functions on Federal Programs.
  • At least 2 years of hands-on experience performing Project Controls, Risk Management, or Personnel Security activities for federal acquisition and/or construction oversight activities.
  • Familiarity with DOE/NNSA federal capital construction and acquisition programs.
  • 2 years of experience supporting NNSA Federal Project Managers to include Construction Contracting Officers, Federal Project Directors, and other Federal Staff overseeing the acquisition and construction activities for NNSA capital projects.
  • 2 years of experience with project control tools/software to include Primavera P6
  • Familiarity with EVMS
