Job Description:
Maintain legacy applications and migration to the cloud. Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and installing to support an organization's application systems. Consults with users to identify current operating procedures and to clarify program objectives. May be expected to write documentation to describe program development, logic, coding, and corrections: Writes manuals for users to describe installation and operating procedures. Must have a working knowledge of relational databases and client-server concepts. A wide degree of creativity, latitude, and proficiency in programming languages is expected. May lead and direct others.
Provide Information Technology (IT) services and software application development support related to NOAAs applications. Perform application development activities in support of web-based applications, client-server applications, mobile based applications, and interface applications for workflow processing, extraction, manipulation, and transfer of data from system to system. Fully skilled in practice and implementation of Agile methodologies and processes. Government may, in its discretion, ask the contractor to implement Agile methods and processes to support its operations and projects. Povide the following full life-cycle development services: Systems Analysis and Requirements definition, traceability, and change management, Requirements gathering and analysis, Software design and integration, Software testing including Section 508 compliance testing, System Architecture Design, Prototyping and/or proof of concept, Application and database design, Software application and database development, Sybase PowerBuilder development, .Net applications with Oracle, SQL Server, Power BI and SharePoint, Java Enterprise Edition development with Oracle database for enterprise web applications, Author PL/SQL and Unix scripts, ServiceNow and other development tools as needed. Source code and version management, Section 508, User Acceptance Testing, Integration Testing, Performance testing and other testing as needed, Technical and Functional Documentation, Planning, Implementation, Maintenance and Administration, Mobile application development for iOS and Android, Application Integration, Adhere to Section 508 Compliance when developing new and/or modifying existing applications and supporting documentation. All deliverable must conform to WCAG 2.0 standards and to Part 6 Section 508 Accessibility Requirements.

Minimum Qualifications:
BS/BA in a related area (or equivalent). 4 to 6 years of related experience.
