JOB RESPONSIBILITIES

  • Exceptional and/or highly unique experience in the duties performed by this position include, but are not limited to, assisting the CG-834 staff with:
  • Developing, running, and analyzing financial reports and metrics
  • Developing, running, and analyzing procurement reports and metrics
  • Developing, running, and analyzing training reports and metrics
  • Developing, running, and analyzing logistics reports and metrics
  • CG/Federal Procurement and Contracting Subject Matter Expert to assist with the development of SharePoint and other training tools on CG Common Core to meet financial modernization and sustainment objectives.
  • Establish and maintain working agreements and governance (MOU/MOA/SLA) with CG Common Core customers to facilitate the integration of financial synergies and efficiencies.
  • Assist with maintenance of CG Common Core configuration control board.
  • Developing, managing, and maintaining process tools, workflows, training, and performance metrics on the CG Common Core consistent with standardized processes, best practices, and target audiences.
  • Assist in the identification of CG Common Core and other Financial Management and Procurement systems training requirements and support training development to fill these gaps and support process standardization.
  • Provide process and system training to CG users and instructors to promote standard and consistent training for users of the CG Common Core and all systems and content maintained and supported by the CG Common Core.
  • Familiar with the Financial Resource Management Manual (FRMM).
  • Knowledgeable of procurement policies and procedures described in: Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulations, Coast Guard Acquisition Procedures, and the Simplified Acquisition Procedures (SAP) Manual.
  • Familiar with Financial Procurement Desktop (FPD), Core Accounting System (CAS), Financial System Modernization Solution (FSMS), CG Business Intelligence (CGBI), and SharePoint software.
  • Other duties, tasks, and projects as assigned.
  • Initiates, supervises, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs; Provides strategic advice, technical guidance and expertise to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission-critical challenges/issues; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.

REQUIRED CERTIFICATIONS AND QUALIFICATIONS


  • 10-15+ years of experience.
  • Works on high-visibility or mission-critical aspects of a given program and performs all functional duties independently.
  • Oversee the efforts of less senior staff and be responsible for the efforts of all staff assigned to a specific job.
  • Knowledge of UiPath.
  • Knowledge of desktop or server/cloud-hosted automation.
  • Understanding and knowledge of SharePoint development.

PREFERRED CERTIFICATIONS AND QUALIFICATIONS

  • Master's degree preferred.
  • Coast Guard Experience Preferred.
  • CG-8 and/or CG-834 experience preferred.
  • Familiar with the Financial Resource Management Manual (FRMM).
  • Knowledge of procurement policies and procedures described in: Federal Acquisition Regulations (FAR), Homeland Security Acquisition Regulations, Coast Guard Acquisition Procedures, and the Simplified Acquisition Procedures (SAP) Manual.
  • Familiar with Financial Procurement Desktop (FPD), Core Accounting System (CAS), Financial System Modernization Solution (FSMS), CG Business Intelligence (CGBI), and SharePoint software.
