Facilities Maintenance Director

Facilities Maintenance Department

FLSA: Exempt

Minimum Starting Pay: $56,777.42

JOB SUMMARY

This position is responsible for directing the repair and maintenance of county buildings and facilities.

MAJOR DUTIES

  • Directs and supervises facilities operations and maintenance functions.

  • Manages major facilities operations and maintains projects.

  • Trains, assigns, directs, supervises, evaluates, and disciplines personnel.

  • Manages department workload; assigns daily maintenance tasks and reviews completion requirements.

  • Oversees and manages the preventive maintenance program

  • Manages access control system and key production program; provides key services for all county facilities.

  • Assists with the county surplus program; provides areas for surplus storage; assists in the removal of surplus equipment and vehicles.

  • Directs and participate in overhaul and repair projects.

  • Develops and administers department direction and goals.

  • Develops and administers department budgets; directs department purchases.

  • Develops requests for proposals; solicits and reviews bids and proposals; awards and supervises contracted work.

  • Researches parts and vendors for ordering parts, equipment, and services.

  • Supervises and directs landscaping services.

  • Supervises and directs janitorial services.

  • Coordinates between building occupants and contractors for services performed.

  • Manages the underground storage tank program; coordinates with EPD and state officials for required inspections.

  • Tests equipment for proper operation; directs, supervises, and participates in equipment maintenance.

  • Prepares and manages department payroll.

  • Monitors and maintains inventory records and materials.

  • Coordinates, supervises, and provides moving services for department relocations.

  • Coordinates with contractors and inspectors for elevator inspections, fire system inspections, fire extinguishers inspections, and backflow prevention inspections.

  • Serves as a member of the Emergency Management and Recovery Team; performs building inspections following events; participates in related training.

SUPERVISORY CONTROLS

The Deputy County Administrator assigns work in terms of department goals and objectives. The supervisor reviews work through conferences, reports, and observation of department activities.

GUIDELINES

Guidelines include federal, state, and local building codes, safety regulations, and county and department policies and procedures. These guidelines require judgement, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management, supervisory, and technical duties. Strict timelines and inclement weather contribute to the complexity of the position.

  • The purpose of this position is to manage the maintenance of county buildings. Successful performance in this position contributes to the efficient and effective maintenance of those buildings.

CONTACTS

  • Contacts are typically with coworkers, other county personnel, vendors, contractors, and the general public.

  • Contacts are typically to give or exchange information, resolve problems, motivate persons, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

  • The work is typically performed while intermittently sitting, standing, stooping, bending, crouching or walking. The employee frequently lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.

  • The work is typically performed in an office and outdoors, occasionally in cold or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over HVAC Technician and Facilities Maintenance Technicians.

MINIMUM QUALIFICATIONS

  • Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.

  • Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.

  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the type of vehicle or equipment operated.

  • Contractor’s license preferred.

  • HVAC certification preferred.
