In this role, you will be responsible for maintaining accurate financial records, monitoring fiscal compliance, and supporting financial reporting for our Head Start and community programs. Opportunities to grow within the finance team exist for the right candidate. You will work closely with the finance director, program managers, grant administrators, and external auditors to ensure adherence to Head Start regulations and guidelines.


Key areas of responsibility


1. Financial Recordkeeping and Reporting:

  • Maintain accurate and up-to-date financial records for the Head Start and community programs, including general ledger entries, accounts payable, accounts receivable, and payroll.
  • Prepare financial reports, including monthly, quarterly, and annual financial statements, as well as program-specific reports required by Head Start regulations.
  • Perform financial analysis and variance explanations to identify trends, risks, and opportunities for program improvement.
  • Participate in a wide variety of special projects and compile a variety of special reports.
  • Proficient with fixed asset management and depreciation.

2. Compliance Monitoring:

  • Ensure compliance with all Head Start financial regulations, policies, and procedures.
  • Ensure procurement process functions properly.
  • Conduct regular internal audits to assess financial controls, identify areas of non-compliance, and recommend corrective actions.
  • Ensure internal controls and segregation of duties.
  • Coordinate and prepare documents for external audits and compliance reviews conducted by federal, state, or local agencies.
  • Ability to write policies and procedures.

3. Budgeting and Grant Management:

  • Assist in the development and monitoring of the Head Start and community program budgets, working closely with program managers to ensure financial sustainability.
  • Track and reconcile grant expenditures, ensuring proper allocation and timely reimbursement.
  • Provide support in the preparation of grant proposals, budgets, and financial reports for grantors.

4. Training and Collaboration:

  • Train and educate Head Start staff on financial policies and procedures, emphasizing compliance with Head Start standards.
  • Collaborate with program managers and other stakeholders to identify financial training needs and develop relevant materials and resources.
  • Serve as a resource person for financial inquiries and provide guidance to staff regarding financial processes and controls.
Requirements:

Qualifications

  • Bachelor's degree in accounting, finance, or a related field.
  • Strong knowledge of Head Start financial regulations and standards (or the ability to invest in learning about these standards and regulations).
  • Minimum of 2-3 years of experience in accounting or finance, preferably within a Head Start program or non-profit organization.
  • Proficiency in financial software and accounting systems.
  • Excellent analytical skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to work collaboratively and effectively in a team environment.
  • Demonstrated ability to prioritize tasks and meet deadlines.
  • Ability to be professional and protect confidentiality.
  • Reliable and organized, able to work under pressure with a detail for accuracy.
