Refugee Employment Developer

Refugee resettlement brings economic benefits to communities; refugees contribute billions of dollars each year to the US economy through consumer spending and creating business opportunities. Refugees help create vibrant communities and are vital to the labor market. These contributions are now more important than ever due to worker shortages across industries and the changing workforce landscape in the Pittsburgh region. The Refugee Employment Developer will play a key role in helping newly-arrived refugees to find jobs and achieve self-sufficiency.
Position Summary:
The Refugee Employment Developer is responsible for ensuring employable adult refugees find their first jobs in the US within designated timelines specified by federal guidelines. This position is responsible for documenting job search activities and sharing client work status with appropriate refugee employment team members. The Refugee Employment Developer stays up to date with local job market trends and develops relationships with regional companies and employers. This position provides assistance and information to refugee clients on all aspects of employment search and career planning as they begin to rebuild their lives.
Qualifications:
- Previous experience working with refugee or immigrant social services preferred.
- Bilingual language skills are a plus (especially in Arabic, Haitian Creole, Russian, Spanish, Swahili, or Ukrainian).
- Bachelor’s Degree in social service, education, or related field.
- Excellent organizational and communication skills as well as ability to work under strict deadlines.
- Experience with inputting information into data systems.
- Ability to work as part of a team, including with case workers, other employment developers, navigators, interpreters and others.
- Sensitive to cultural differences of clients and staff from diverse backgrounds.
- Ability to work flexible hours.
- Access to a functional vehicle is required.
Duties and Responsibilities:
Pre-Employment Activities:
- Develop and strengthen relationships with local employers.
- Work closely with the refugee employment team to identify industries and specific companies interested in hiring refugees.
- Assess employment needs of clients.
- Create individualized job plan and resume with each client.
- Provide job coaching (manage client expectations) and job search assistance to clients.
- Conduct initial employment enrollments.
- Communicate frequently with refugee case workers about client progress.
Job Placement Activities:
- Assist clients with job applications and follow-up as needed.
- Work closely with the refugee employment team to develop and implement job-related workshops for clients.
- Prepare clients for interviews: ensure transportation to interview and provide post-interview communication.
- Help clients open bank accounts and obtain any other documents required for employment.
Post-Employment Activities:
- Follow up with employed clients at specific times (ex. 30, 60, 90 days) to track retention progress.
- Act as liaison with employers; be available to troubleshoot problems, especially as they relate to cross-cultural issues.
- Assist clients with upgrading to better-paying/career-oriented jobs as allowed by program priorities.
Administrative and Other Activities:
- Maintain accurate written and electronic records in accordance with funding and agency requirements.
- Prepare case notes on all contacts with or on behalf of clients in a timely manner.
- Participate in departmental staff meetings, training, and professional development opportunities.
- Attend local, regional and national employment meetings and refugee resettlement conferences as needed.
- Assume other related duties as assigned.
