What You Will Be Doing:

The Senior Data Engineer, reporting to the Senior Manager, Data Management and Integration Management, will oversee the development, implementation, and maintenance of Data Services and Enterprise Architecture within the Health Plan of San Joaquin. This pivotal role demands a deep grasp of data management principles, healthcare analytics, and leadership skills to drive the team in delivering top-tier data services that align with organizational strategic objectives. Collaborating closely with cross-functional teams and external partners, the Senior Data Engineer will ensure data asset availability, integrity, and security while spearheading innovation and continuous enhancement of data management methodologies.

Essential Functions:

  • Data Integration and ETL Development:
    1. Design and implement robust ETL pipelines using tools such as Microsoft SQL Server Integration Services (SSIS), WhereScape RED/3D, and Python to extract, transform, and load data from various sources into our data warehouse and data marts.
  • Data Modeling and Architecture:
    1. Collaborate with Data Architects to design and implement data models that support business requirements and ensure scalability, performance, and data integrity.
  • Database Management:
    1. Manage and optimize databases on Microsoft SQL Server, including monitoring performance, tuning queries, and ensuring data security and compliance with regulatory requirements.
  • Data Quality and Governance:
    1. Implement data quality frameworks and governance processes to maintain high-quality data throughout its lifecycle, from ingestion to consumption.
  • Cloud Integration:
    1. Drive initiatives to migrate data solutions to cloud platforms like Azure or AWS, leveraging cloud-native services for storage, processing, and analytics.
  • Collaboration and Leadership:
    1. Work closely with Data/Business Analysts and Business Stakeholders to understand data requirements, provide technical guidance, and deliver solutions that meet business objectives.
  • Documentation and Support:
    1. Create technical documentation, including data dictionaries, ETL process documentation, and troubleshooting guides. Provide support and troubleshooting assistance for production data pipelines.


What You Have:

Education and Experience

Required

  • Bachelor’s degree in computer science, Information Systems, or a related field. Master’s degree preferred.
  • Minimum of 5 years of experience in designing and implementing ETL processes and data pipelines using tools like SSIS, WhereScape RED/3D, and Python.
  • Strong SQL programming skills with experience in performance tuning and optimization.
  • Experience with healthcare data systems (e.g., QNXT for claims processing, JIVA for utilization management) is highly advantageous.
  • Solid understanding of data modeling principles, including relational and dimensional modeling.
  • Familiarity with cloud platforms (Azure, AWS) and proficiency in cloud-based data services.
  • Excellent problem-solving abilities and a proactive approach to identifying and resolving data-related issues.
  • Effective communication skills with the ability to collaborate effectively across teams and explain technical concepts to non-technical stakeholders.

Preferred

  • Certifications in relevant technologies (e.g., Microsoft Certified: Azure Data Engineer Associate, WhereScape RED Certified Professional).
  • Experience with Agile development methodologies and DevOps practices.
  • Knowledge of data governance frameworks and regulatory compliance requirements in healthcare.

Required

  • Valid California license and reliable transportation or, the ability to obtain transportation on demand in the counties served by HPSJ if prohibited from getting a driver license due to a medically documented disability.
