Position Title: Director of Utilities Direct Hire Onsite- Orlando, FL

Overview:
The Director of Utilities is responsible for overseeing the efficient operation, maintenance, and compliance of utility systems across a portfolio of communities. This role involves analyzing data trends, negotiating utility contracts, preparing business plans, and ensuring the utility infrastructure remains in optimal condition. The Director of Utilities serves as a key liaison between corporate, field teams, consultants, utility providers, vendors, and customers, while also training field personnel to maintain high standards.

Key Responsibilities:

  • Utility Management:

    • Lead the operation, maintenance, and regulatory compliance of water, wastewater, and electric utility systems across multiple communities.
    • Develop and implement business plans and regulatory compliance strategies to ensure the reliable delivery of high-quality utility services.
    • Analyze and track utility performance and trends on a weekly, monthly, and quarterly basis, providing actionable insights to drive improvement.

  • Field Support and Inspections:

    • Conduct regular site visits to inspect utility systems, resolve issues, and ensure infrastructure is well-maintained.
    • Train field personnel on maintaining and operating utility systems, promoting a culture of continuous improvement.

  • Contract Negotiation and Vendor Management:

    • Negotiate contracts with utility providers, plant operators, and related vendors to secure favorable terms and ensure high-quality service.
    • Manage feasibility studies and provide recommendations for utility changes, including sub-metering and other efficiency measures.

  • Financial and Regulatory Oversight:

    • Collaborate with corporate finance to develop and manage budgets, ensuring financial goals for utilities are met.
    • Participate in the company’s annual budgeting process, contributing utility-related insights and recommendations.
    • Update and manage legal documents, such as rental agreements, prospectuses, and rules and regulations related to utilities.
    • Ensure compliance with state and local regulations, including Public Service Commission (PSC) requirements, and manage liabilities such as boil water notices.

  • Communication and Stakeholder Engagement:

    • Communicate strategic directions related to utility performance and structure to all stakeholders.
    • Provide annual rate change notices to customers and represent the company at monthly Town Hall or HOA meetings.
    • Work with the corporate office to establish annual utility pass-on charges and other financial strategies.

  • Special Projects:

    • Lead and execute special projects related to utilities as assigned, driving continuous improvement across the organization.

Qualifications:

  • Experience: Minimum of 10 years of experience in the utility industry, with a strong background in water and sewer distribution systems, maintenance programs, and construction operations.
  • Strategic Leadership: Proven ability to develop and execute effective strategies that drive measurable business growth.
  • Analytical Skills: Strong financial, analytical, and problem-solving abilities.
  • Regulatory Knowledge: In-depth understanding of state and local utility regulations, including PSC requirements.
