DescriptionPolicy & Permit CoordinatorHonolulu, HI@Orchard LLC is actively seeking to engage an experienced Policy & Permit Coordinator in support of NOAA's Papah?naumoku?kea Marine National Monument (PMNM). The work is located at the PMNM site in Honolulu, HI.As the Policy & Permit Coordinator, you will:Perform tasks such as tracking and analyzing international, federal, and state policies, initiatives, and management plans related to marine and terrestrial ecosystem management and conservation.Review and assist in the facilitation and processing of PMNM permits.Provide technical recommendations to PMNM planning documents.Assist with drafting environmental compliance documents, such as environmental assessments, biological evaluations, decision memos, NEPA, and compatibility determinations, for NOAA permit requirements and compliance documents.Provide assistance on policy development for the PMNM Permit Program.Assist with environmental compliance requirements, including but not limited to NEPA, ESA, MSA/EFH, MMPA, NHPA, for all permit applications.Assist in coordinating the roll-out of online permitting tools.Provide final technical support for publication of the annual summary of permitted activities.Assist with coordination of necessary updates to PMNM permit policies and/or regulations.Provide timely support to maintain a centralized permit filing system and ensure files are up to date.Provide timely support to maintain a centralized permit filing system and ensure files are up to date.Coordinate PMNM Permit Working Group across all Co-Trustee agencies.Review and provide recommendations on permit and access-related documents from within the National Oceanic and Atmospheric Administration (NOAA) and other Monument Management Board Partners.Assist in coordination and logistics for weekly permit coordinator & permit compliance meetings and assist with meeting facilitation.Attend Permit Coordinators' meetings with all Co-Trustee agencies and coordinate permit tasks with other agencies and the Monument Management Board as needed.Monitor the NWHI permits email account on a weekly basis. Respond to general inquiries and notify leadership of any potential issues.Coordinate and provide pre-access permit briefings to PMNM permittees and participants prior to his/her access to PMNM, with support from other Co-Managers.Assist with education and outreach events, public meetings, etc.Your background will include the following.Bachelor's Degree from an accredited four (4) year college or university in Environmental Studies, Environmental Policy, Public Policy, Biology, Geography, or related field.Two to five (2-5) years of experience working in conservation, natural resource management, and/or public policy in Hawaii.Experience working with community groups, interagency working groups, and/or professionals in the fields of education, research, management, policy, and working with Federal government agencies.Experience in developing recommendations and preparing clear and well-organized written reports.Ability to assist in data collection and analysis and monitor data integrity and progress toward meeting project objectives.Established in 2010, @Orchard LLC, also known as, Talent Orchard has an exceptional reputation, providing staffing solutions to time-sensitive, talent scarcity issues to deliver better talent management ROI.
