We are hiring for positions under the Global Health Training, Advisory, Support Contract (GHTASC) in support of the U.S. Agency for International Development (USAID) Bureau for Global Health (GH). These roles deliver institutional support services in a wide range of technical areas at the junior, mid, senior, and expert levels.

Position Summary

The Budget Program Advisor will primarily support the USAID Bureau for Global Health; Office of Policy, Programs, and Planning; Program Implementation and Budget Management Division as a Credence Institutional Support Contractor (ISC).

The U.S. Agency for International Development (USAID) continues to be at the forefront of the U.S. Government (USG) response in the fights against HIV/AIDS, Malaria, and Infectious Diseases, as well as a worldwide leader in international Family Planning and Reproductive Health, and Maternal and Child Health and Nutrition.

The Budget Program Advisor serves in the Program Implementation and Budget Management Division (PIBM); Office of Policy, Programs, and Planning (PPP); Bureau for Global Health (GH). The Advisor works under the overall technical leadership of the Division Chief of PIBM and works closely with program staff, Agreement/Contract Officer's Representatives (A/CORs), the Office of Acquisition and Assistance (OAA), and technical teams within the Bureau for Global Health. The Advisor also works closely with other Pillar Bureau key support personnel, Regional Bureau program office teams, and Mission program office teams on all support related tasks.

Salary Range

Full salary range for this position is $97,500 to $152,620 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below
  • Provide budget execution guidance and support for Headquarters-managed projects and Mission programs.
  • Assist Office and Mission staff with financial management processes to support the efficient and effective use of funds.
  • Interpret and analyze financial data to present findings and propose solutions.
  • Conduct special analyses and prepare routine and special reports and briefings for country coordination teams, interagency colleagues, and Mission colleagues, as required.
  • Provide accurate and timely budget information for decision-making at all levels of the organization.
  • Liaise with and provide support to other Bureau and Office teams on budget-related issues.
  • Collaborate on topics that enhance program implementation, such as strategic information (monitoring and evaluation), expenditure analysis, cross-Bureau projects and/or program policy and execution.
  • Assist program staff in the preparation of various program documents and correspondence such as memos and waivers, amendments, project authorization documents, and requests, ensuring that all documentation is complete and in compliance with USAID rules, regulations, and standards.
  • Maintain and/or provide assistance with administrative and financial tracking systems, and assist in the design and maintenance of spreadsheets and databases to support these systems.
  • Serve as a Technical Resource to Country Teams, providing high-quality, timely support as requested.
Education, Requirements and Qualifications
  • Master's degree and 6 years of relevant experience, Bachelor's degree and 8 years of relevant experience, Associate's degree and 10 years of relevant experience, or High School Diploma and 12 years of relevant experience.
  • US Citizenship with the ability to obtain a Secret clearance.
  • Proficiency with basic financial management and budgeting concepts.
  • Ability to work with and apply mathematical concepts such as probability, statistical inference, fractions, percentages, ratios, and proportions to reports and financial tracking systems.
  • Strong quantitative skills, attention to detail, the ability to multitask well, and organizational skills.
  • Proficiency in the use of Google Suite applications and Microsoft Office Suite with an emphasis on Google Sheets/Microsoft Excel spreadsheet skills, Google Docs/Microsoft Word, and Google Drive/computer-based file management.
  • Excellent oral and written communications skills.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Ability to work independently with minimal supervision.
