Responsible for fire department and city of Augusta, Richmond County emergency/disaster management. Identifies, evaluates, and establishes planning, development, and implementation of strategies for fire department emergency/disaster management, including mitigation, preparedness, response, and recovery, within the guidelines of state, federal and local government ordinances. Reports to the Fire Chief/EMA Director and works with federal, state, and law enforcement agencies, other directors, emergency personnel, local elected officials, civic organizations, businesses, emergency management officials, and the public to provide fire department emergency/disaster management services.

  • Coordinates and directs the overall planning, organization, control, and implementation of emergency management policies and procedures for the fire department and city of Augusta, Richmond County, including disaster preparedness curriculum and training programs.
  • Coordinates with community officials, the Emergency Management Director, and other department directors as necessary to ensure the effective administration of the emergency management program. Partners with the Fire Chief/EMA Director in the establishment and management of the Local Emergency Planning Committee (LEPC), under the criteria established by the Environmental Protection Agency’s (EPA) SARA Title II program. Manages the development and updating of the LEPC Plan for the County.
  • Responds (24/7) to call-outs under both natural and manmade emergencies as a key leader in the management of EMA. Develops and/or maintains a County Wide Critical Facilities list which includes shelters and a key individual points of contact listing.
  • Manages the Citizens Emergency Response Team Grant Program (CERT), which includes development of CERT Teams and their databases, scheduling of classes, ordering supplies and managing the liaison of the teams during activation of the Emergency Operations Center. Coordinates, develops, and implements the Emergency Operations Plan (EOP) for the fire department and city of Augusta, Richmond County and updates at least annually; develops, coordinates, and manages emergency/disaster exercises.
  • Inspects and maintains Emergency Operation Center (EOC) facilities and equipment of the fire department in order to determine their operational and functional capabilities in emergency situations. Maintains 24/7 operations in the event of an emergency, disaster or training event scenario. Monitors the Hazard Mitigation Plan (HMP) and HMP Planning Committee Events.
  • Assists in the preparation of LEOP and SOP’s to ensure the agency's ability to respond to various types and degrees of disaster which may affect the community. Attends meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management specialists. Participates in projects to support and improve government-wide disaster preparedness response.
  • Presents information to fire department staff as requested via staff meetings, formal or informal presentations, web-based education, email, training, etc.
  • Performs other duties of a similar nature or level.
POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:
  • Planning, organizing, evaluating and following-up varied responsibilities of the emergency management activities of the fire department in a timely and complete manner.
  • The design and creation of working plans for fire department response in various emergency or disaster situations.
Education: Bachelor’s degree in Emergency Management or similar field of study
Experience: Three (3) years minimum, 5 years preferred of work experience in emergency response, disaster planning, or public administration in a comparable size department/city.
Age: Must be 21 years of age.
Knowledge/Skills/Abilities:
  • Knowledge of federal, state and local regulations concerning the four phases of Emergency Management and the National Incident Management Systems (NIMS).
  • Considerable knowledge of emergency services (i.e., law enforcement, fire department, hazardous materials team, etc.) and management practices.
  • Ability to operate/drive Mobile Command Post Vehicle.
  • Knowledge of Continuity of Operations (COOP) and Continuity of Government (COG) practices.
  • Knowledge of governmental budgeting processes, grant application and reporting requirements.
  • Familiarity with geographical road system.
  • Proficiency in planning, supervising, communicating, and implementing emergency procedures.
  • Demonstrated ability to work independently.
  • Ability to resolve complex issues in a timely and complete manner.
  • Excellent communication skills, both written and oral.
Certification:
  • GEMA Certified Emergency Manager Certification (preferred), mandatory after 12 months of employment.
  • Must complete Advanced Emergency Management level within two (2) years of employment.
Licensing:
  • Possession of a valid driver’s license with good driving history. If State license is other than Georgia or South Carolina, applicant must obtain a license in Georgia or South Carolina within 30 days of employment.

  • Physical Abilities: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching, crawling, and climbing ladders, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds).
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, smoke, noise extremes, and electric currents.

This position requires staff call up in an emergency situation.
