The City of Crandall is operated as a council-manager form of city government. The city manager is the official appointed as the administrative manager of the city, by the City Council.

Under the supervision of the City Manager, this position provides highly responsible administrative, managerial and collaborative work assisting the City Manager in all phases of city operations. Duties and responsibilities include providing guidance and direction to ensure the efficient management and effective operation of city services; responding to citizens’ complaints and concerns; preparation and review of the city budget; evaluating bid specifications with the ability to make appropriate recommendations; knowledgeable of personnel policies, employment and other laws applicable to local governments; and serving as the Acting City Manager in the absence of the City Manager.

  1. Confers with the business community, citizens, and/or other interested parties to discuss needs and related problems or issues. Provides information and assistance to civic organizations dealing with specific problems affecting the City’s welfare.
  2. Provides complex administrative assistance and support to the City Manager and City Council. Assists the City Manager by responding to and resolving difficult and sensitive citizen inquiries and complaints having an impact upon the public image of the City. Attends City Council, Commission, Committee and Board meetings as directed.
  3. Provides direction and guidance to assigned areas, which may include budget administration, policy direction, strategic planning, grant administration, human relations, and/or other related areas. Evaluates performance within assigned City departments, program categories and/or services to ensure prompt, efficient and effective service delivery.
  4. Monitors progress in achieving objectives outlined in the City’s vision/mission statements and Comprehensive Plan.
  5. Supervises staff and conducts performance evaluations; ensuring staff are trained, follows the policies and procedures, and maintains a healthy and safe working environment.
  6. Meets with City departments to examine City needs regarding technology, the development of programs, and the evaluation of department operations.
  7. Supervises the audit by reviewing requests; gathering documents and materials; working with departments on requests; ensuring work paper accuracy; supervising accounting processes; authorizing journal entries, compiling audit papers; and preparing special reports. Oversees the independent auditors in the City’s annual audit and ensures that the comprehensive annual financial report (CAFR) is completed in a timely manner.
  8. Monitors capital projects and fixed assets record keeping. Assists with debt service by overseeing associated processes, payments and maintaining communication with management.
  9. Coordinates the operational budget by developing budget materials; preparing estimates; reviewing revenues and expenditures; assisting departments in gathering materials; compiling information; and coordinating budget reviews and presentations to council.
  10. Oversees and monitors the city’s Public Improvement District (PID) and Tax Increment Reinvestment Zone (TIRZ) financing. Works directly with the outside consultant firm.
  11. Coordinates with the County Tax Assessor and County Chief Appraisal District Office to calculate property tax revenues, abatements and exemptions.
  12. Monitors the City’s financial condition and financial activities to ensure compliance with policies and procedures, state and federal statutes.
  13. Supports the relationship between City leadership and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and staff; maintains confidentiality of work-related issues and information.

Graduated from an accredited four-year college or university with a degree in Accounting, Finance, Business Administration; or equivalent experience; Master’s degree preferred; Two (2) years or more of experience in accounting and finance work; Five (5) years or more experience in an upper management level, preferred; Public sector experience, preferred; Public accounting experience, desired; Possession of a valid Class “C” Texas driver's license; Public Funds Investment Act Training obtained or can be obtained, once employed by the City.
