SUMMARY In collaboration with the Labor Relations team, responsible for supporting all labor relations activity for Jeffco Public Schools. Plays a role in building and sustaining collaborative and effective relationships with labor partners and in the interpretation, administration, training, and enforcement of collective bargaining agreements.

  • Build and maintain positive relationships with union representatives, fostering a collaborative and respectful environment. Develop and maintain effective communication channels between management and association representatives.
  • Conduct research necessary to support contract negotiations and the development of bargaining goals consistent with the district's mission, values, and goals.
  • Serve as a subject matter expert on collective bargaining agreements. Provide administration, interpretation, guidance, and training on CBAs.
  • Support the grievance process from step 1 through arbitration. Schedule, prepare, and coordinate grievance hearings as assigned. Serve as a liaison between administrators and Executive Director and/or Director in labor relations issues.
  • Manage and monitor the MOU process in order to ensure identified outcomes are delivered on time.
  • Coordinate, prioritize, and organize team planning and processes for the implementation of grievance and settlement resolution.
  • Plan, develop, and maintain structures for system entry and record keeping of labor relations related inquiries and investigations.
  • Research employee records in Oracle, PeopleSoft ESS and Recruit for inquiries and investigations to be reported to the Executive Director and Director.
  • Assist with the develop and deliver training materials and training programs on District personnel policies, contract administration, and state and federal directives related to labor relations issues.
  • Collect, analyze, and report on labor relations programs and processes to make recommendations for improvement and assist in informing data-driven decision making.
  • Collaborate with the HR department to align labor relations strategies with broader human resources initiatives.
  • Performs other duties as assigned.


EXPERIENCE 5 years of experience working in human resources, employee relations, and/or labor relations. Similar positions with overlapping responsibilities may be considered. Prior experience in a K-12 or public sector environment preferred.


EDUCATION AND TRAINING Bachelor's degree required. Preferred field of study in Human Resources, Management, Business or related fields. Additional years of experience may be considered in lieu of degree.


CERTIFICATES, LICENSES, REGISTRATIONS None required. Certified Labor Relations Professional, Senior Professional of Human Resources or similar certification preferred.


KNOWLEDGE, SKILLS AND ABILITIES Knowledge of federal, state, and local labor laws, including those affecting unionized environments and public education. Knowledge of theories and best practices in labor relations, conflict resolution, and organizational behavior. Knowledge of organizational development principles and practices. Skills in mediating and resolving conflicts, with the ability to handle sensitive issues with tact and diplomacy. Ability to analyze labor relations issues and data, and assist in developing effective solutions based on insights. Strong decision-making ability, particularly in high-stress or high-stakes situations. Ability to adapt to changing organizational priorities and external conditions while maintaining a focus on labor relations objectives. High level of emotional intelligence to understand and address stakeholder concerns, fostering a supportive work environment.


SPAN OF CONTROL This position acts as the subject matter expert in labor relations, negotiation strategy, addressing grievance, and interpretations of collective bargaining agreements applicable statues and may advise administrators, when appropriate.

Ability to speak clearly, listen attentively (with assistance devices), and convey information accurately. May be required to give presentations to groups.

Ability to remain flexible in dynamic environments, adjusting plans and strategies as necessary to accommodate changing requirements or circumstances.
