Position Overview

Invenergy is a leading independent developer of electric transmission and is building an energy reliability and resilience backbone for the United States through its portfolio of long-distance, high voltage direct current (HVDC) transmission projects that span over 1,700 linear miles. The Senior Director, Transmission Policy Advocacy will lead public policy advocacy campaigns, policymaker engagement, and community benefits and partnership initiatives to advance Invenergy’s transmission policy objectives while building Invenergy's reputation as a leading independent developer of electric transmission.

The Senior Director, Transmission Policy Advocacy will be based out of Invenergy’s Washington, D.C. office and report to the SVP, Transmission Public Affairs while collaborating closely with Invenergy’s federal affairs, regulatory, permitting, and transmission business functions. The Senior Director, Transmission Policy Advocacy will serve as a representative for Invenergy to key stakeholders and lead integrated, cross-functional public policy advocacy campaigns to support the expansion of needed transmission infrastructure to access and deliver diversified, domestic, affordable, and reliable energy and unlock economic opportunity for communities and workers.

Responsibilities

Policy Advocacy and Outreach

  1. Develop and execute advocacy strategies in partnership with internal Invenergy subject matter experts and external allies to promote favorable federal policies supporting transmission expansion.

  2. Cultivate relationships with policymakers, government agencies, industry participants, and NGOs to advance organizational priorities and build coalitions in support of transmission infrastructure expansion; identify opportunities for strategic partnerships and alliances to amplify advocacy efforts and achieve common objectives.

  3. Represent the organization at meetings, conferences, workshops, and other events, serving as a spokesperson and thought leader on transmission policy matters; including engaging with external stakeholders to understand their perspectives and concerns, incorporating feedback into advocacy strategies and policy recommendations.

  4. Develop compelling messaging and communication materials to effectively articulate policy priorities and advocacy efforts.

  5. Engage with media outlets, industry publications, and online platforms to raise awareness of key policy issues and advocate for policy solutions.

Policy Development and Analysis

  1. Lead the development and analysis of federal legislative policy proposals relevant to and supportive of the expansion of merchant, interregional, and HVDC transmission.

  2. Monitor legislative developments at the federal level, identifying opportunities to influence policy in alignment with organizational objectives.

  3. Conduct research to assess the potential impact of proposed policies on transmission infrastructure expansion and energy markets.

  4. Coordinate with, and support as needed, Invenergy’s Regulatory Affairs and State Government teams for transmission-related policy development and advocacy matters before FERC, RTOs, state PSCs and state legislatures, and promote organizational alignment on transmission-related issues across these venues and jurisdictions.

Transmission Project Deployment and Community Benefits

  1. Conduct regular outreach in collaboration with the Federal and Regulatory Affairs teams to keep federal policy stakeholders informed and up-to-date on Invenergy’s major transmission portfolio projects, including outreach to state congressional delegations, the U.S. Department of Energy, other federal agencies, NGOs, and others.

  2. Advance project- and portfolio-level community benefits and workforce planning, through direct management of the Senior Manager for Transmission Community Benefits; maintain familiarity with benefits planning frameworks used by DOE and other agencies and work to establish community and workforce partnerships and alliances.

  3. Manage or support development of applications and advocacy on transmission-related federal funding opportunity announcements (FOAs), requests for information (RFIs), and other opportunities across the U.S. Government, as well as support or manage responses to transmission-related inquiries from federal agencies, in coordination with the Federal Affairs team, internal subject matter experts (SMEs), and project development teams.

Qualifications

  1. Minimum of 8-10 years of experience in public affairs, policy advocacy, government relations, campaign politics, political communications, or a related field, with substantial experience on energy, infrastructure, or environmental policy.

  2. Bachelor's degree in public policy, political science, communications, economics, business, environmental studies, engineering, or a related field; advanced degree preferred.

  3. Demonstrated expertise in federal electric transmission policy, including familiarity with existing statutory and regulatory frameworks, ongoing reform efforts, federal funding opportunities to encourage transmission expansion, and key stakeholders involved.

  4. Excellent communication and interpersonal skills, with the ability to effectively engage with diverse stakeholders and influence decision-makers.

  5. Strong leadership skills with experience driving results in a dynamic, fast-paced environment, including experience managing staff and outside vendors and setting clear goals and objectives that align with organizational priorities and timelines.

  6. Strategic thinker with the ability to analyze complex policy issues, develop innovative solutions, and drive implementation.

  7. Role will be based in Invenergy’s Washington, DC office, and candidate must be located in the DC area.

  8. Eligible to work in the United States without the need for employer visa sponsorship now or in the future.
