• Clearance required: Secret Position: CBRN Equipment Capability Developer We are seeking a highly skilled and experienced CBRN Program Manager/Capability Developer to lead our Air Force Capability Development team
The ideal candidate will have a proven track record of overseeing the Assess, Protect, Mitigate, and Understand capabilities within the Air Force, managing a diverse portfolio of Joint capability areas and programs
This individual will be responsible for driving the acquisition, development, and fielding of Joint Chemical, Biological, Radiological, and Nuclear (CBRN) defense program equipment
The ideal candidate will have a strong background in managing day-to-day work environments, overseeing personnel, and serving as the Air Force non-medical CBRN Capability Developer for CBRN Support to Command and Control (C2)
Location: Tyndall AFB, FL Requirements:
• Advising on the development of Integrated Early Warning (IEW) modeling systems, ensuring alignment with future Agile Combat Employment (ACE) Concepts of Operation.
• Analyze MAJCOM and AFIMSC detachments equipment capabilities and identify shortfalls and limitations to section leadership.
• Analyzing and contributing to the development, writing, staffing, and adjudication of Joint Capabilities Integration and Development System (JCIDS) documentation, including Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Analysis of Alternatives (AoAs), and Doctrine, Organization, Materiel, Leadership, Personnel, Facilities, and Policy (DOTmLPF-P).
• Assist in establishing allowance standards and ensuring equipment/system is affordable, consumables shelf-life exceeds three (3) years, mobility footprint reflects realistic space availability, and equipment/system operations and maintainability are simplistic.
• Assist in the development and communicate Air Force positions, in conjunction with enterprise representatives, on CBRN defense acquisition programs.
• Assist with the validation of structured requirements analysis planning, determining new equipment/system training locations, and providing participants for tests, evaluations, and analysis.
• Attending quarterly ICTs for integration of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, and Facilities (DOTMLPF).
• Coordinating with AFCEC and Air Staff on the supply and posture of next-generation detection assets for six Areas of Responsibility (AORs), leveraging a DoD and Air Force budget to equip ten Major Commands (MAJCOMs) and enabling 2.1K Air Force Emergency Managers.
• Coordinating with AFLCMC/WNU/WNUS to ensure Key System Attributes (KSAs) and Key Performance Parameters (KPPs) are met.
• Developing and coordinating on Air Force Concept of Operations (AF CONOPs) for sensor-to-network requirements.
• Developing and reviewing other briefings for Commander Immersions, CBRN Modernization Working Groups, and Integrated Concept Teams (ICTs).
• Establishing equipment standards and act as the AFCEC representative to the CBRN Policy Working Group and Under-Secretary of the Air Force for Acquisition.
• Identifying CBRN defense capability gaps during Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND) workshops.
• Participate in joint meetings/forums and coordinate, consolidate, prepare, and deliver/present relevant meeting materials to provide full updates to leadership and stakeholders.
• Prioritizing deficiencies and secure program budget in material solutions for the Department of Defense (DoD) warfighters.
• Provide analysis and recommendations on CBRN defense modernization issues.
• Synchronizing over 18 Joint capability areas consisting of 29 individual Joint Programs Experience and Qualifications:
• Active security clearance
• 10 years of experience in chemical, biological, radiological, and nuclear (CBRN) defense and Emergency Management or Disaster Preparedness
• 3+ years of relevant experience with DoD acquisitions, specifically working with JCIDS capabilities/requirements development process
• Excellent communication and interpersonal skills.
• Experience in the acquisition, development, and fielding of CBRN defense program equipment.
• Extensive knowledge of the Joint Capabilities Integration and Development System (JCIDS).
• Familiarity with Agile Combat Employment (ACE) Concepts of Operation.
• Knowledge of CBRN capabilities, with a focus on CBRN Support to Command and Control (C2).
• Operational experience in an AF Emergency Management Flight as a subject matter expert to commanders, advising on response concepts and procedures for all-hazards situations, including natural disasters, intentional or unintentional man-made incidents, and technological incidents.
• Proven experience managing large-scale Joint capability development programs.
• SECRET or interim clearance or must meet eligibility for a U.S
Government security investigation and meet eligibility requirements for secret clearance.
• Strong leadership and organizational skills with the ability to coordinate and facilitate multi-agency responses with the proven ability to collaborate effectively across diverse teams
Training and Education:
• CCAF Degree in Emergency Management or Disaster Preparedness (or equivalent)
• Certification in one of the three levels of the Air Force Certified Emergency Manager Program
• Completion of ACQ101, Fundamentals of System Acquisition Management; CLR101, Introduction to Joint Capabilities Integration and Development System (JCIDS); RQM110, Core Concepts for Requirements Management; CLR151, Analysis of Alternatives; and CLR252, Developing Requirements.
• Bachelor's degree from an accredited university
• Certified HAZMAT Awareness, Operations, and Technician Security Requirements:
