ABOUT LSC:

Established by Congress in 1974, the Legal Services Corporation (LSC) is the country's single largest funder of civil legal aid for low-income Americans. LSC currently funds 131 independent nonprofit legal aid organizations with more than 800 offices throughout the nation. LSC's mission is to promote equal access to justice and provide grants for high-quality civil legal assistance to low-income Americans.

This position is based in Washington, DC, and will require working from an office in DC in accordance with LSC's hybrid work model. The successful candidate must live in the DC metropolitan area.

BASIC FUNCTION:

Under the direction of the Chief Data Officer (CDO), the Deputy Director assists in the management, administration and implementation of ODGA research and programmatic functions. The Deputy Director will assist in delivering data-informed, actionable insights to support LSC's internal operations, LSC grantee's work, and the civil legal aid community. The office collects and analyzes data from LSC's grantees and other sources and conducts research to maximize the quality and effectiveness of the civil legal service LSC's grantees provide. LSC administers the nation's largest repository of data about the delivery of civil legal services to low-income people and is looked to by other funders, courts, academics, and researchers for comprehensive and reliable information. This position plays a key role in establishing and championing an organizational culture of continuous learning and data-informed decision making. The Deputy Director will assist in supervising approximately 12 staff, including research associates, data scientists, data engineers, analysts, and interns.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  1. Assists in the management, planning, revision, and implementation of ODGA's business processes, including but not limited to those related to data strategy, management, and governance, grantee activity reporting, calculating grant allocations, internal data and analytics used in competition review and risk assessment development, and technical assistance provided to grantees.
  1. Assists the CDO in establishing and implementing standards, protocols, and governance for LSC data, including identifying potential issues in how data are captured, manipulated, and stored that have an impact on the quality or suitability of the data.
  1. Develops and oversees a range of data-related functions, including data management, data standardization, data quality and integrity, data strategies, data analytics, and data visualizations.
  1. In collaboration with the CDO, oversees the design of various research studies and products; performs qualitative and quantitative analyses for reports, studies, and other ODGA products and publications. Performs research and provides data and analyses on LSC funding and policy-related issues, including census adjustments, migrant funding, and periodic surveys of grantees.
  1. Provides superior customer service to internal and external stakeholders, including, but not limited to, working with the Office of Government Relations and Public Affairs to address their data needs including research and data for the annual congressional budget request and management memo to LSC's board of directors regarding budget requests, responding in real-time to requests for information from congressional offices and the media, and providing updated data and research on relevant issues; collaborating closely with the Offices of Program Performance (OPP) and Compliance and Enforcement (OCE) to identify and use data to enhance grantee performance and oversight, including the development of mapping for oversight visits, preparing visualizations, participating in the OPP/OCE data needs working groups, and responding to ongoing OPP/OCE data requests; coordinating all information technology needs with the Office of Information Technology; responding to requests made by the Executive Office and LSC's board of directors; and working cooperatively with other internal and external stakeholders to ensure data is available to users in the right format and at the right time.
  1. Simplifies and synthesizes complex research, statistics, and policy issues and converts academic literature into accessible, policy-relevant documents.
  1. Develops and communicates technical and research findings, orally and through written analyses and graphic presentations.
  1. Assists the Chief Data Officer in building a trusted and highly capable data and analytics team that includes Data Engineers, Research Associates, Data Analysts, Data Scientists and other data professionals.
  1. Supervises the work of approximately one-half of the ODGA team. Such supervision will include, but is not limited to: a) Providing direct supervision of assigned ODGA staff. Meets with staff to review work, create new strategies, implement projects, and advise on any work matter Working with the Chief Data Officer Director and LSC management to address ODGA personnel issues, including, without limitation, performance evaluation reviews, personnel decisions, conflict resolution, new staff orientation, and basic administrative paperwork such as timesheets, leave requests, and travel expense report approvals.
  1. Coordinates with other office managers and deputy directors to insure cross-functional communication. Closely partners with OIT, OPP, OCE, and OLA teams, facilitating communication and understanding of priorities and opportunities for collaboration between offices.
  1. Coordinates with the Chief Data Officers Director and other LSC staff to prepare and deliver presentations to LSC Grantees, LSC Board of Directors, the American Bar Association, and other outside organizations regarding LSC's work.
  1. Assists in the process of developing, implementing, monitoring, and administering private grants and the ODGA budget.
  1. Performs other related duties as assigned.

Technical/Specialized:

A bachelor's degree and a minimum of ten years of experience in applied research, data analytics, business intelligence or data engineering with increasing levels of responsibility. Five years managing and supervising large scale projects and/or staff. Experience designing research studies, evaluations, data pipelines, or data visualization tools; Ability to collaboratively define and articulate data and analytics strategy, as well as a strong data and analytics delivery background from project scoping, milestone and timeline development, through successful delivery of actionable insights; Proven quantitative and qualitative analytic skills. Extensive experience conducting research and/or policy analysis on issues related to poverty and income inequality; Significant experience conducting trend analyses on large data sets and designing and implementing surveys; a demonstrated expertise in quantitative research methods and significant experience applying quantitative methods; knowledge of Bureau of the Census datasets. Familiarity with or a background in the provision of civil legal services desired but not required. Proficiency with Microsoft Office Suite, especially Excel and Word, and prior experience using or familiarity with R, Python, SPSS, Tableau, and ArcGIS. Familiarity with APIs and interacting with cloud-based computing environments such as Amazon Web Services.

SALARY AND BENEFITS:

Salary: $149,141; Step 1

Salary range: $149,141 - $155,167

LSC has a competitive market-based salary structure that establishes a specific salary range for this position. The salary range has eight pay levels separated by seven steps. A new employee will be hired at Step 1 and must wait two years to advance to each of the next three steps (Steps 2 through 4), and one year to advance to each of the next four steps (Steps 5 through 8).
