Clover Leaf Solutions, Inc. is looking for an experienced Project Controls Engineer to join our growing team in Los Alamos, NM. The Project Controls Engineer will be a part of the Project Controls Division (PC-DO) position for deployment into the Weapons Directorate (DDW) Engineering Services group and will be full-time, on-site, and responsible for implementing LANL project controls system, processes, procedures, and tools on these programs. The work for this role supports programs within DDW Engineering Services, including, but not limited to, scope associated with the nation’s only fully capable plutonium facility through the integration of the stockpile stewardship program, weapon engineering, and testing, enabling sustainable deterrence through the production of weapons components, and providing options for the future stockpile, DDW ensures the safety, security, and effectiveness of the U.S. nuclear deterrent. What You Will Do: Receive training and orientation relative to the LANL program(s) and Project Control requirements Provide project controls to Engineering Services support Perform planning and scheduling activities including schedule development, maintenance, and monitoring activities, as directed Cost engineering including cost estimating, analysis, and cost control activities, as directed as well as earned value management Support and lead oversight of change control, maintaining metrics and indicators, reporting variance, and preparing and reviewing the preparation and presentation of cost engineering and planning activities Support project or program organizational and administrative activities and ensure work is completed as scheduled and as budgeted Identifies cost trends for management attention. Qualification: Position requires a Bachelors Degree and 6 years of related experience or an equivalent combination of education and experience directly related to the occupation Ability to obtain and maintain a DOE “Q” Security Clearance, which includes U.S. Citizenship Requires strong in-depth knowledge of project controls, a high degree of technical skilled experience, and a proven ability to develop and implement policies that support project control objectives Demonstrated advanced experience in the Project Controls function and sub-functions of cost and schedule Knowledge and intermediate experience with the implementation and maintenance of EVMS principles and techniques that comply with EIA-748 in U.S. Government facilities, programs, and/or projects Demonstrated advanced experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis Demonstrated advanced experience in cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost and variance analysis Demonstrated experience in preparing project control reports, plans, and detailed staffing utilization plans Experience with successful implementation and maintenance of rigorous EVMS principles and techniques that comply with EIA-748 in U.S. Government facilities, programs, and/or projects Demonstrated ability to work in a supportive role to Project Managers and Control Account Managers generating information that is critical for effective management and decision-making Demonstrated ability to work independently, organize, prioritize, and follow through to completion of multiple tasks under strict deadlines and changing priorities Demonstrated knowledge and experience working in large organizations, programs, or projects with significant fiscal and programmatic responsibilities Knowledge of engineering and/or production management customarily acquired over time through specialized instruction or practical experience Knowledge and experience in financial reporting systems and specific project codes of accounts Demonstrated knowledge and advanced experience using scheduling software tools such as Primavera P6 Working Knowledge and experience in using cost processors such as Cobra Demonstrated advanced knowledge and experience using personal computer operating systems and general computer applications and software, including several basic software applications such as Microsoft Word, Excel, and PowerPoint Excellent communication skills including interpersonal, verbal, and written, demonstrating the ability to interact effectively with all levels of personnel Distinguished record of accomplishment in following technical direction and goals, developing programs, implementing effective business practices and systems, analyzing budgets and finances, and interacting with customers and stakeholders Demonstrated Leadership experience in effective decision-making and creative problem-solving. Demonstrated experience and ability to build and grow effective internal and external organizational relationships. Demonstrated success and ability to work independently, organize, prioritize, and follow through to completion of multiple tasks under strict deadlines and changing priorities Demonstrated experience working on multiple projects with frequent interruptions, varying priorities, and deadlines while maintaining excellent quality in daily work Experience mentoring or leading a team; providing personnel management support that includes training of technical and non-technical personnel and providing technical and operational direction to assigned personnel Desired Qualification: Postgraduate coursework Experience in working on projects or programs throughout all phases: Initiation, Planning, Execution, and Closeout Advanced experience of using the scheduling tool Primavera P6 Experience of using the cost processor Deltek Cobra Knowledge of using the EVMS analysis and reporting tool Encore Analytics Empower Experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators Knowledge of Laboratory processes and procedures customarily acquired over time through specialized instruction or practical experience
