The Technical Writer provides support to an eTRANSERVICES Client to read and analyze highly technical materials and to create presentations of that information. Specifically for this Client:
The Technical Writer will prepare, review, update, and deliver the following documents and reports for each system/software project:
• System Design Document (SDD)
• Software Design Document (SWDD)
• Software Architecture
• System Architecture
• Data Flow Diagrams
• External System Interfaces (e.g., Interface Communications Document (ICD), Application Program Interface (API))
• Data Sources Configuration
• System Support Modification (SSM)
• Version Description Document (VDD)
• Training and support materials
• User Manual
• System Maintenance Manual
• Application Administration Guide (e.g., permissions, groups)
• End-User Guide / Operations Manual
• Concept of Operations
• System Installation and Configuration Guide
• System/Software Requirements Document (e.g., Operating System type, hardware requirements, memory size)
• Contribute feedback for documentation updates based on software release outcomes that require documentation changes, including system configuration guides, operator manuals, and/or user guides
• Provide Configuration Management of software versions, problems reported, fixes that are in process, and status of planned software releases with scheduled dates and support Configuration Management by performing the following tasks:
o Identify, label, serialize, and mark all Computer Software Configuration Items (CSCI) for the entire CM life cycle and store them in Configuration Management tools (e.g., JIRA or NDP designated Configuration Management tools of similar functionality for future upgrades)and assign required unique identifiers described below:
 Document numbers – An identification number must be assigned to specifications, engineering drawings, associated lists, and ancillary documents, and
 Software identifiers – Current utilized tools such as Subversion or Git, (with potential to change platforms in the future) the Technical Writer support the Development team with the assignment of discrete identification to all software and must contain a version number, revision number, and release date. The medium identified must be inclusive and contain all subordinate software segments within configuration items to enable identification of differences in files and site versions and uniquely identify modified commercial configuration items; and
o Manage configuration control documentation that includes the change control procedures collection, processing, distribution and tracking of modification request forms, establishment and administration of change control boards, and formal audits to compare product to documentation
• Analyze, make recommendations, impacts on procedures and processes from the implementation of current and projected maintenance concepts (e.g., security controls/updates, COTS changes) to identify impacts on existing operational systems and future development efforts
• Update system and/or application documentation affected by maintenance actions and problem remediation
• Develop system documentation for Initial Security Authorizations in accordance with Client’s Information Systems Security Program
• Update security documents, and annual security risk assessment documents in accordance with the Client’s Information Security and Privacy Program & Policy Three (3) Years Relevant Experience (Relevant experience is experience directly reflecting the Job Descripiton.) Allowable Substitutions are:
1. A master's degree in an appropriate discipline will be considered equivalent to two (2) years of relevant experience. A doctoral or Doctor of Philosophy degree (Ph.D.) in an appropriate discipline will be considered equivalent to four (4) years of relevant experience. 2. Eight (8) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a bachelor's degree. 3. Six (6) years of relevant experience over and above the minimum experience requirements for the position will be considered equivalent to a bachelor's degree, when combined with relevant, non-introductory and non-survey training totaling 60 Continuing Education Credits (CEU). Ten (10) learning program activity hours is equivalent to 1 CEU. The CEU must be accredited by International Association for Continuing Education & Training (IACET) or equivalent. 4. An accredited bachelor’s or master’s degree not listed or not considered equivalent will be counted as one (1) year of relevant experience; an accredited Ph.D. degree not listed or not considered equivalent will be counted as (2) two years of relevant experience.
5. Nonprofessional unpaid experience such as internships during college does not count toward the years of experience. The one exception is for graduate level experience conducting research in subjects matter directly relevant to the work proposed.
6. A college degree must be from an accredited United States institution, or a waiver may be submitted that documents the equivalence by a credible credential evaluation.
