Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Demography and Health Technical Advisor for the Office of Population and Reproductive Health under GHTASC. This position will be hired under Public Health Institute (PHI). Position Summary The Office of Population and Reproductive Health (PRH) within the Bureau for Global Health's (GH) advances and supports family planning and reproductive health (FP/RH) programs worldwide. The Office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives. The Policy, Evaluation and Communication (PEC) Division within PRH creates the enabling environment for family planning. The PEC division works with partners within USAID and externally in order to promote effective family planning advocacy, policy, financing, and governance (policy); collect, analyze, and evaluate data for evidence-based decision making (evaluation); develop and implement communication efforts to influence attitudes, norms, and behaviors or beneficiaries and providers (communication). PEC provides technical leadership, strategic direction, and implementation oversight, support to field missions, partner coordination, and performance tracking for family planning. PEC also provides technical input for evaluation efforts across the population, health and nutrition sector. The Demography and Health Technical Advisor (Advisor) serves in the PEC Division within the Office of Population and Reproductive Health in the Bureau for Global Health. The Advisor will contribute to the Global Health Bureau's family planning and reproductive health (FP/RH) program by providing technical support in the design, implementation, and evaluation of data collection, monitoring, and data use efforts supported through PRH. They will support the FP/RH program broadly and the PEC Division specifically by participating in the teams tasked with managing flagship data and survey programs and any other monitoring and evaluation projects as needed by the Division. The Advisor will receive overall programmatic guidance from both the Senior Demographer of the Office of PRH, as well as the award management team leads. Salary Range Full salary range for this position is $94,900to $147,940 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability. Responsibilities include, but are not limited to the duties listed below Data-related projects in PEC * Participating as a member of teams tasked with managing acquisition and assistance agreements by contributing technical assistance to the monitoring of the agreements' technical and financial performance and participating in planning activities. * In collaboration with the team leads, providing technical and management support to the data-related projects on issues related to FP/RH and population dynamics such as: developing and refining indicators; visualizing population dynamics and demography; improving data collection and analysis to measure current and emerging issues; identifying innovative tools and techniques to meet data needs, improving data quality, and/or allowing for complex analyses; understanding geospatial data needs and coordinating with internal and external geospatial experts; identifying and prioritizing research needs; and facilitating data dissemination and use. * In collaboration with the team leads, providing technical and management support to the projects on issues related to local partnerships, capacity strengthening, including building and strengthening relationships and measurement questions related to local ownership and capacity. * Providing technical backstopping and support for activities in selected countries. * Traveling to support planning, monitoring field activities, and facilitating data use for evidence-based programming. Office of Population and Reproductive Health * Responding to the Office and Bureau information requests through secondary analyses of data. * Serving as the Office's liaison with other technical Offices across the Agency including the USAID GeoCenter, fostering collaboration to enhance the utilization of up-to-date geocoded and spatial data techniques in PRH's family planning initiatives and population portfolio while facilitating communication to address current data needs and identify potential gaps. * Developing accurate interpretations and effective technical presentations for non- technical audiences, through the use of data visualization. * Participating in technical collaborations with external population/demographic organizations and technical profes sionals from non-governmental, bilateral, and multilateral development partners; and technically engaging on a variety of other family planning data and measurement activities with entities outside the Age * Collaborating with USAID Missions to assist with monitoring and evaluation (M&E), as needed, including the identification of data needs, promotion of data use, and provision of FP/RH measurement guidance. Global Health Bureau Country Teams * Serving on a Global Health Bureau-led USAID mission support team(s) as Country Lead, Alternate Country Lead, or FP point person. * Traveling to assist the Mission Health Office team, as needed. Team support * Providing technical advice to monitoring and evaluation needs of projects in the Office, as requested. * Collaborating with colleagues on development of scientific papers and presentations, particularly as related to priorities of the Office. * Participating in relevant working groups or global leadership priorities. * Participating in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development. * Completing and executing an Individual Learning and Training Plan and Annual Work Plan. Traveling approximately 15% of the time. Performing other duties as assigned. Education, Requirements and Qualifications Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Minimum Qualifications: * Master's degree with 6 years of relevant experience, bachelor's degree with 8 years of relevant experience, Associate's degree and 10 years of relevant experience, or High School graduate and 12 years of relevant experience. * US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years. Other Qualifications: * Experience in the design and implementation of national population-based surveys and/or in monitoring and evaluation in the international health field, with at least two (2) years' experience in an international or resource challenged setting. * Demonstrated experience in the analysis of survey data, particularly DHS data. * Advanced analytical skills and knowledge of demography and statistics, including multivariate techniques, and M&E methodologies. * Demonstrated ability to present analytic findings tailored to various audiences. * Familiarity with both quantitative and qualitative research methods and their application in low-income countries. * Knowledge of geospatial data analysis and use. * Knowledge of population, family planning and reproductive health programming. * Knowledge of child health, HIV/AIDS, and infectious diseases desirable. * Knowledge of and experience in project design, implementation, and evaluation. * Strong program management skills, especially as it relates to work plans, budgeting, and results reporting. * Familiarity with USAID assistance programs preferred. * Excellent verbal and writing skills. * Ability to work collaboratively as part of a team. * Spanish or French language skills are desirable. * Ability to travel internationally. * Ability to travel approximately 15% of the time.
