Remote Eligible: No. Summary Statement: The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory, and administrative professionals. Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a Senior Family Planning Technical Advisor, Fragile Settings under GHTASC. This position will be hired under Public Health Institute (PHI). Position Summary: The Bureau for Global Health serves as USAID's primary source of technical expertise, leadership, and donor coordination for the health sector, including HIV/AIDS, infectious diseases, maternal, newborn and child health and nutrition (MNCHN), family planning and reproductive health (FP/RH), and health systems strengthening and reform. GH is responsible for advancing field-relevant, state-of-the-art research and the transfer of new technologies and approaches to field programs. Through its staff, programs, and country teams, GH provides critical support to USAID missions and field programs in more than 70 countries. Within GH, the Office of Population and Reproductive Health (PRH) works to advance and support voluntary family planning and reproductive health programs worldwide to reduce unintended pregnancy and foster improved reproductive health behaviors. PRH undertakes activities and manages programs that advance and apply state-of-the-art technologies, expand access to quality services, promote healthy behavior, broaden contraceptive availability and choices, and strengthen policies and systems to address family planning and reproductive health needs. PRH provides strategic direction, global technical leadership, and support to field programs; ensures responsiveness to Congressional and Administration priorities, directives, and restrictions; and provides information on USAID's family planning and reproductive health programs. The Service Delivery Improvement Division (SDI) is one of four divisions in PRH. SDI develops and applies innovative strategies across a range of public, private, and community sectors that improve the performance of individuals, organizations, and systems for the sustainable delivery of quality family planning and reproductive health services. SDI and the Maternal, Newborn and Child Health and Nutrition Office collaborate on a number of projects with integrated approaches to expanding access to and use of quality MNCH/FP/RH services, such as postpartum family planning, postabortion care, and fistula prevention and repair, each of which includes skilled clinical care. Increasingly, the countries PRH serves are affected by fragility and shocks and stresses which can have detrimental effects on access to and use of quality family planning and reproductive health services, including for underserved and marginalized populations, such as adolescents and youth. The Senior Family Planning Technical Advisor, Fragile Settings will primarily support the Service Delivery Improvement Division of Office of Population and Reproductive Health (PRH) as a PHI Institutional Support Contractor (ISC). In this role, the selected candidate will provide family planning expertise and technical assistance for SDI on best practices for implementing and advancing family planning and reproductive health programs in fragile settings and in leveraging FP/RH programs to support resilience activities in the humanitarian-development-peace nexus. They will also support adolescent and youth sexual and reproductive health (AYSRH) programming and cross-sectoral collaboration and synergies, as well as collaborate with other U.S. government agencies, donors, and multilateral agencies. Salary Range Full salary range for this position is $133,380 to $200,720 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability. Responsibilities include, but are not limited to the duties listed below Essential Duties and Responsibilities: * Serve as a technical advisor to SDI and other divisions in PRH as well as Missions in countries with high levels of fragility and/or non-permissiveness, in the design, development, implementation, monitoring, and evaluation of programs that incorporate best practices in conflict sensitivity, fragility, resilience, shock responsive programming, and the humanitarian development peace nexus into PRH programming. * Serve as a subject matter expert and technical authority on family planning and reproductive health within fragile settings. * Support SDI, PRH, and Missions in designing, managing, implementing, monitoring, and evaluating programs in fragile settings. * Work with the PRH Cross-Sectoral team and advise on improving access to and use of quality of family planning and reproductive health and other integrated services for adolescents and youth in fragile setting contexts. * Improve understanding of key AYSRH concerns in fragile settings and assist in tracking technical developments and lessons learned in family planning/reproductive health and youth programming and to contextualize and adapt those for fragile settings. * Participate in/lead technical working groups or committees within and outside USAID, especially those focused on FP/RH service delivery in fragile, conflict, or humanitarian settings . * Provide expert advice to PRH and other Agency offices and bureaus on the application of research results to ensure that findings and informed judgments serve as the basis for establishing policy guidelines and improving program performance. * Provide technical guidance to staff as it relates to the development, implementation, monitoring, and evaluation of quality person -centered family planning service d elivery program ming . * Provide strategic input and technical expertise to senior GH Bureau and other Agency staff on proposed family planning/reproductive health service delivery activities, policy initiatives, training, partnerships , and research proposals. * Lead/provide support in other technical efforts within PRH, and the GH B ureau , and internal and external to USAID, as appropriate/assigned based on organizational and programming needs. * Participate as the Family Planning Liaison on one or more country support teams. * Provide/lead technical efforts to support Missions in developing and improving family planning/reproductive health service delivery programming in clinical and community level settings and in the context of overall country policies and country strategies, including for AYSRH. * Provide/lead support efforts to support Mission health offices with overall technical family planning/reproductive health expertise, strategic planning guidance, and management support. * Conduct country visits to provide/lead technical support to Missions in the design, implementation, management, monitoring, and/or evaluation of family planning/reproductive health , AYSRH, and re lated health programming. * Approximate international/domestic travel: 25-30% of the time. * Other duties as assigned. Education, Requirements and Qualifications Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Minimum Qualifications: * Master's degree with 10 years of relevant experience , B achelor's with 12 years relevant experience, Ass ociate's degree with 1 4 years of relevant experience , or High School graduate and 1 6 years of relevant experience. * US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years. Other Qualifications: * Excellent leadership, program management, and interpersonal skills. * Minimum 5 years' experience in international/resource-poor setting(s), in areas such as designing, implementing, monitoring, and evaluating family planning or reproductive health programs . * Technical expertise in public health, with experience in family planning, reproductive healt h and AYSRH . * Demonstrated understanding of public health and family planning and reproductive health issues in low- and middle-income countries and specifically in fragile or conflict settings. * Strong interpersonal, facilitation, and team building skills, and ability to work cross-culturally with diverse teams. * Strong oral and written communication skills, including presentation experience to high-level audiences (policymakers, program managers, donors, corporations/business enterprises), as well as experience in facilitation and small group processes. * Excellent writing skills; * C omputer skills including Goog le Suite, PowerPoint, Excel, Word, and other software relevant to presentations. * Ability to travel domestically and internationally approximately 25-30% of the time.
