Summary You will serve as a PRODUCTION CONTROLLER (SHIP) in the located in the Planning Division, Waterfront Operations Department, (Code 310.3), Mid-Atlantic Regional Maintenance Center, with a duty location in MID ATLANTIC REGIONAL MAINTENANCE CTR. Duties * You will coordinate work package estimating, technical and quality assurance reviews by other MARMC Departments to provide a complete, definitive work package ready for the contract solicitation processes. * You will ensure depot level Work Package development adheres to current business rules; maintenance, modernization and contracting strategies; incorporates lessons learned; and meets planning milestones to support on-time contract solicitation. * You will monitor, coordinate, and report advance planning of maintenance and modernization activities to ensure availability planning milestones are met. * You will participate in advance planning meetings to include but not limited to: Life Cycle Planning Conference, mid-cycle reviews, IPTD events and scoping conferences, planning induction meetings. * You will liaison with customers, planning contractor, Project Teams, and Ship's Force Representatives. * You will coordinate with Project Managers to submit depot level Work Packages to the procurement activity for solicitation and assist through solicitation process to award. * You will perform Government Availability Planning Manager (GAPM) duties per JFMM Vol VI as assigned. * You will assist the Code Manager with fact-finding and critique investigations per MARMCINST 5102.1 series and informal fact-finding investigations for availability planning and execution as assigned. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience demonstrating knowledge and skills in ship repair and planning processes, procedures, automated programs and materials needed to plan for current or future production control requirements for maintenance, repair and inspection of naval vessels. Experience demonstrating comprehensive knowledge and understanding of the requirements of specifications and manuals governing ship planning, estimating and overhaul process (i.e. JFMM, General Specification for Ship Overhauls (GSO), Naval Ships Technical Manual (NSTMs)) for contracted repair. Experience planning, estimating, scheduling, expediting labor, machines, and materials in an industrial environment. Experience managing contractor contract efforts and integrating work processes across various complex shipboard systems including the work of all activities to ensure contractor performance and reports are in accordance with issued Technical Instructions.
