Duties THIS IS A T5 EXCEPTED SERVICE, INDEFINITE POSITION. Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the TRAINING SUPPORT OFFICER, GS-0301-12, is to plan and execute the total Training Support Center program for the GTC in support of the designated area of responsibility (AoR). In this capacity, manages, directs, and controls operations of the TSC, providing a single point of contact at the ARNG GTC for managing training support systems, equipment, materials, services, production, and all other as related to the family of Training Aids, Devices, Simulators, and Simulations (TADSS), including the definitive interpretation of regulations and procedures as well as the initial development and application of new methods and techniques for Soldier training support. Supervises and administers training aids responsibility for the Commander, staff directorate chiefs, and training activities of the ARNG GTC. Incumbent is also responsible for organizational budget and equipment replacement planning Serves as Approving Official for TSC Government Purchase Card transactions. * Prepares annual and special budget estimates for the operation of the TSC and other resource needs; allocates organization resources and in conjunction with others, develops program goals and assesses the impact of significant agency developments upon mission accomplishment. Coordinates the assembly of cost data and justification for the annual TSC budget in coordination with ARNG-GTC resource manager, State ARNG MDEP Program Manager and ARNG-TRS. Develops and submits unfinanced requirements and identifies functions or tasks that cannot be accomplished with programmed funds. Monitors budget execution and ensures that costs do not exceed available funds. * Serve as the ARNG GTC representative on all issues concerning these contracts. Works closely with members of the PEO-STRI Acquisition Integrated Product Team (AIPT) and NGB-ARNG-TRS. Conducts surveillance of contractor performance to determine if work being performed is consistent with the Statement of Work and Contract Clause requirements. Provide recommendations on corrective action of any violation of, or deviation from the requirements of the contract, contractor request for changes to the contract, and any issues that require clarification or resolution. * Provides long range planning and management of a large inventory of TADSS in the coordination of training support services, materials, and requirements in support of the TSC designated area of responsibility (AoR) and ARNG GTC training initiatives. Provides coordination between TSC and all services commands on matters relating to TADSS materials, services, and requirements. Services consist of TADSS and GTA loan and issue operations, TADSS maintenance, TADSS training, Virtual TADSS Instruction/Operation, and local TADSS fabrication and procurement. Manages densities of TSC line items of TADSS support equipment and property. Provides for planning, coordination, reception, and implementation of on hand as well as new and emerging TADSS technologies into the overall installation training mission strategy * Plans work to be accomplished by subordinates, sets, and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, difficulty of the assignment, and the capabilities of the employee. Evaluates work performance of subordinates. Develop performance standards. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. * Participation in direct deposit is mandatory. * May be required to successfully complete a probationary period. * U.S. citizenship is required. * Federal employment suitability as determined by a background investigation. * Must maintain proper security clearance. * The incumbent of this opposition is required to operated Motor Vehicles; Primarily Light, Utility Government Trucks, and Perform Operator-Type Maintenance. * Must be able to lift moderate weight 15-44 pounds on a regular and reoccurring basis. * May be required to file a statement of affiliations and financial interests (SF450) as required by AR 600-60/ Qualifications TRAINING SUPPORT OFFICER, GS-0301-12: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience evaluating and approving/disapproving requests from supported activities for additional or new training equipment and determines validity of these services and methods for accomplishment by the best means to satisfy needs of the U.S. Army; Experience communicating technical information and coordinating external TADSS support with managers, and other commands, other installations, and other activities to satisfy ARNG GTC mission requirements or to provide TADSS support for other organizations; Experience reporting adequacy of TSC facilities and equipment and coordinates with appropriate activities at the installation to secure necessary allocations; Experience coordinating with staff officers, operating officials, and higher headquarters personnel through telephone contacts, conference participation, written reports, personal visits, or electronic means.
