Senior Specialist, Subcontracts

* Responsible for managing Subcontractor cost, schedule and technical performance, and ensuring L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
* Draft and negotiate complex contract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
* Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
* Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction.
* Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
* Develop and maintain working relationships with cross-functional partners.
* Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders. * Ensure budget, sales forecast, and EVMS performance is met.
Essential Functions: * Motivated self-starter who can work independently through the Subcontract Management Process Flow and is well versed in managing supplier performance in the areas of technical scope, schedule, and cost.
* Work should be performed within set boundaries and with moderate oversight.
* Operate with sense of urgency and within tight deadlines.
* Must be able to communicate effectively with a wide array of professional levels and functions.
* Manage program budgets and explain variances in monthly performance.
* Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance.
* Support Small Business Initiatives.
* Ability to generate spending plans, payment forecasts, and variance reports.
* Follow strategic direction set by Program and functional leadership.
* Experience managing budgets and sales forecasting.
* Proficient in Microsoft Suite of Products.
* Strong verbal and written communication skills.
Qualifications: * Bachelor's Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior Subcontracts experience.
Preferred Additional Skills: * TS/SCI clearance preferred, but not required.
* Experience in Government Contracting/Subcontracting.
* Experience in managing various types of subcontracts, including hardware, software, service subcontracts, and follow-on/production subcontracts.
* Experience in the following contract types: FFP, FPIF, T&M, Labor Hour, Cost Reimbursement (w/fixed-fee, incentive fee or award fee).
* Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
* Ability to periodically travel to supplier facilities (mainly domestic locations).
