Duties * You will assist in day-to-day program analysis activities of projects to accomplish the organizational mission. * You will be responsible for performing review and analysis of major programs of the organization, and preparing evaluative material for use of management officials in program review and evaluation presentations. * You will assist in the worldwide scheduling and operation of assigned ships, overseeing arrangements for logistics support. * You will identify resources, including cost and personnel, required to support varied levels of program operations. * You will be responsible for collection, analysis, and reporting of customer-satisfaction data, along with developing procedures for assessing the effectiveness of administrative control systems. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. * You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. * This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. Qualifications For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget. * Experience executing the roles and responsibilities of a Contracting Officer's Representative (COR) in performing oversight of contract performance. * Experience applying commercial vessel practices to include USCG regulatory and ABS class requirements and how they affect the readiness of sea going vessels. * Experience in leadership and management positions guiding program personnel, contractors, and other government stakeholders to mission success. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience participating in the planning, programming, budgeting, analysis, forecasting, and execution of an annual budget. * Experience executing the roles and responsibilities of a Contracting Officer's Representative (COR) in performing oversight of contract performance. * Experience applying commercial vessel practices to include USCG regulatory and ABS class requirements and how they affect the readiness of sea going vessels. * Experience in leadership and management positions guiding program personnel, contractors, and other government stakeholders to mission success. * Experience analyzing ship readiness, ship manning, and supplies/spares status and identifying gaps and recommendations to improve deficiencies to promote mission readiness. * Experience overseeing afloat safety programs which guide crews to operate vessels in a safe and effective manner. * Experience coordinating with DoD organizations and stakeholder organizations on matters relating to operations, mission support and employment.
