Duties * You will act as the subject matter expert in the design, development, operation and maintenance of Torpedoes that provide offensive and defensive capabilities to the U.S. Navy subsurface and surface Fleets. * You will serve as the Engineering Manager supporting the Torpedoes Technical Warrant Holder. * You will provide scientific, technical and professional engineering advice and guidance on substantive technical aspects of Torpedo programs. * You will perform important engineering work related to coordinating and managing highly complex projects. * You will support Technical Authority and provide subject matter engineering advice and guidance on assigned areas to personnel throughout NAVSEA, NAVAIR, the Warfare Centers, and affiliated PEOs. * You will coordinate and review technical reports and recommendations. * You will provide essential input for approval or disapproval of recommendations that affect major Torpedo systems. * You will oversee the formulation and execution of systems engineering practices on major engineering development, acquisition and in-service programs, adhering to standard systems engineering and technical policy requirements. * You will perform assessment of high-risk high-value technical issues to assess the suitability, effectiveness and safety of Torpedo systems and to determine the range of acceptable solutions, and thresholds for acceptable performance. Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer providing expertise in design, development, installation, maintenance or repair of torpedoes and associated torpedo support systems to ensure operation, availability, maintainability and reliability. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. Additional information The salary range for Keyport, WA is $136,832 - $191,900 The salary range for Newport, RI is $138,046 - $191,900 This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. The salary range shown in the announcement represents all of the positions within the NH-4 broadband level, however the salary range for this position is capped at GS-15, step 5, currently $184,026 in Rhode Island and $182,408 in Washington.
