Duties * You will coordinate and direct the work of others in the timely execution of project development, design, and construction for all projects assigned. * You will render technical decisions/recommendations on situations, questions, and/or problems relating to scheduling, funding, project coordination, and contract interpretations related to execution of projects. * You will identify areas of risk associated with design and construction and develops mitigation strategies or alternatives. * You will lead/serve on A-E Slate/Selection Boards and provides recommendations for contract awards. * You will provide project management services for planning, design and construction of assigned projects, to include minor works projects, special projects, military construction, demolition, maintenance, space utilization and facilities development. * You will represent NAVFAC in conferences to develop execution plans and to assure timely completion of all phases of the work within available funds and authorized scope. * You will facilitate in the development of project scope, schedule, design and construction cost estimates, obtain permits, contract acquisition strategies, design scope development and oversight, construction oversight and other required services. Qualifications At the GS-13 grade level: Selective Placement Factor (SPF): This position has an SPF which is current registration or licensing as a Professional Engineer (PE) for the 0801 Engineering Series, or Registered Architect (RA) for the 0808 Architect Series; from any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. You MUST provide a copy of your current registration with your application. GS-13: In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: Leading project teams with responsibility to coordinate and manage scope, schedule, and budget for facilities design and construction; 2) Coordinating all phases of facilities design and construction independently within constraints and stakeholders requirements; 3) Facilitating sensitive stakeholder discussions and resolution of complex project problems exercising sound judgement; 4) Developing, monitoring, and controlling schedules in coordination with stakeholder's requirements and commitments; 5) Tracking and reporting project status using enterprise project management software tools, scheduled reports and briefings, and unscheduled data call independently; and 6) Coordinating the development and implementation of project acquisition plans in alignment with enterprise goas, legal constraints, and best practices. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
