Duties As a QUALITY ASSURANCE SPECIALIST (MILITARY) GS-1910-09, you will develop the AASF Quality Management Plan (QMP) that documents the management and operational policies and procedures to ensure work processes, products, or services satisfy expectations and quality standards. Review Army materiel maintenance policies and operational procedures. Assess quality assurance programs of other Department of Defense (DoD) services and analyze commercial maintenance practices to establish a comprehensive Quality Program (QP) for the AASF. Develop quality assessment plans to evaluate and improve quality of maintenance production and work processes. Assessments include reviews of management and organization; quality systems; personnel qualifications and training; supply procedures; facilities; tools and test equipment; maintenance documentation; operations and training requirements, and equipment failures. Conduct evaluations to identify strength problem areas, failure trends, faults in methods and procedures, and other deviations from quality standards. Develop local regulations and/or operating instructions for implementation of the quality assurance and reliability program and ensures compliance with procedures. Prepare quality assurance operating instructions, local forms, checklists, and other material. Serve as quality assurance authority in the AASF. Act as a consultant to higher-ranking personnel on quality assurance/verification matters. Maintain the AASF master library. Manage technical publications accounts. Ensure that appropriate directives and operating instructions are current and complete. Review incoming publications to determine their applicability. Provide technical guidance and expertise in interpretation of technical manuals (TM), and acts as the authoritative reference on quality methods, techniques, and procedures. Resolves conflicts in the interpretation of published data. Monitor the AASF publication improvement system to include the recommended changes to publications and blank forms (DA Form 2028) and material deficiency, and Quality Deficiency Reports (QDR). Provide findings and recommendations based on experience and technical judgment. Manage the Safety-of-Flight (SOF) and Aviation Safety Action Message (ASAM) programs to ensure effective and timely accomplishment. Monitor aircraft acceptance/transfer inspections, aircraft configurations, and component time-change requirements. Periodically reviews aircraft historical records and logbooks for accuracy and condition. Monitors the Army Oil Analysis Program (AOAP). Manage the weight and balance program. Perform equipment inventories; assures proper set up and calibration of electronic weighing apparatus; monitors aircraft weighing operations; verifies instrument readings, resolves weight and balance problems, and certifies weight and balance computations. Perform command directed quality inspections and special inspections for all aspects of aircraft and associated equipment. Perform inspections of maintenance shops for safety and condition of equipment. Perform other duties as assigned. Requirements Conditions of Employment * NATIONAL GUARD MEMBERSHIP IS REQUIRED. Qualifications Military Grades: E5 through E8 GENERAL EXPERIENCE : Experience with aviation involving supervising, planning, developing, or administering quality assurance programs supporting the development, acquisition, production, use, maintenance, storage, and supply of products required by the National Guard; position is primarily concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items. SPECIALIZED EXPERIENCE : 1-year specialized aviation experience equivalent to at least the next lower grade or 18 months experience in addition to the OPM IORs, specialized experience includes aviation experience, education, or training, involving principles, techniques, and accepted practices of quality assurance work (i.e., the application of statistical sampling techniques sufficient to perform assignments or preparation of technical reports on quality levels to identify specific problems); experience in the application and theory of specialization using applicable publications; experience in the preparation of technical reports on quality levels to identify specific problem areas and to recommend corrective action in aviation.
