Duties * Applying certified FAA, Industry or USAF technical expertise, maintains, modifies and certifies integrated radar, weather, air navigational and communications systems supporting the safe movement of air traffic in the National Airspace System in compliance with USAF and FAA established standards and safety requirements. * Maintains National Airspace System (NAS) automated ATC systems to ensure the systems are producing an end product acceptable for air traffic control purposes. Performs system security administration functions for ATC automated systems and maintains and modifies local ATC computer databases to conform to local airspace and NAS specification enhancing system effectiveness. * Modifies Airway Transportation equipment as prescribed by the FAA, DoD, or USAF and participates in project planning and execution. * Provides technical guidance, training, and assistance to other technicians, conducts on-the-job (OJT) training to apprentices in all phases of work, and performs Quality Assurance (QA) inspections. * Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment. Employee is required to maintain proficiency at a level sufficient to pass recurring individual and equipment personnel evaluations (con'd) * performed by local evaluator and/or HQ AFRC/A3 personnel, as prescribed by AFMAN 13-204 Vol 4 para 7.4. Evaluations may involve written, oral and/or hands-on testing. * Must be qualified to drive government motor vehicles and qualify for flightline driving qualification. Must be able to distinguish colors and shades of colors. Use of both arms and legs is required. * Indoor and outdoor work at equipment sites requires frequent walking, kneeling, bending, prolonged standing, working in strained and uncomfortable positions, and lifting/carrying moderately heavy items (15-50 lbs.). * Requires CPR certification. Potential exists for injuries such as electric shock, cuts and bruises, as well as burns caused by electrical or RF energy and soldering equipment. * Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate (con'd) * IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. * Work may occasionally require travel away from the normal duty station on military or commercial aircraft. Outdoor work sometimes performed in inclement weather or limited light conditions. * This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Electronics Technical Series 0856 , Group Coverage Qualification Standard for Technical and Medical Support Positions. INDIVIDUAL OCCUPATIONAL REQUIREMENT: This series covers technical positions supervising, leading, or performing work involving applying: * knowledge of the techniques and theories characteristic of electronics, such as a knowledge of basic electricity and electronic theory, algebra, and elementary physics; * knowledge of electronic equipment design, development, evaluation, testing, installation, and maintenance; and * knowledge of the capabilities, limitations, operations, design, characteristics, and functional use of a variety of types and models of electronic equipment and systems related to, but less than, a full professional knowledge of electronic engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of, and extensive experience and skill in applying: a wide range of concepts, practices, regulations, policies, and precedents; analytical and diagnostic techniques; qualitative and quantitative techniques; techniques for developing new or modified work methods, approaches, or procedures; and related emerging practices and methods sufficient to: provide comprehensive management advisory and technical services on substantive functions and practices; develop innovative methods, approaches, or procedures; identify, evaluate, and recommend appropriate solutions to resolve complex interrelated problems and issues; and formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Expert knowledge and experience working with a wide variety of complex and integrated AT and C-E equipment, and associated support equipment. 2. Expert knowledge of a wide range of electronic principles and practices, operating parameters, capabilities, and limitations of electronic systems associated with air traffic control and weather equipment; and of systems and component design, capabilities, configurations, limitations, and functional operation; and of various types of electronics logic. 3. Expertise in the interpretation of technical data, analyzing problems in integrated/interfacing systems and in deducing the proper sequence of steps in troubleshooting system(s) circuits. 4. Ability to rank priorities and make accurate and quick decisions that support the unit mission and the safety of flight regarding equipment operation. 5. Ability to modify standard procedures, adapt equipment or techniques and make departures from previous approaches to solve technical problems or improve system performance. Knowledge of safety regulations, procedures, and practices. 6. Demonstrated ability to train others in a timely, certifiable and comprehensive manner, while adhering to all applicable guidance. Ability to use computer terminals to enter and extract data to maintain records and document actions. Knowledge of computer operating systems programs, e.g. Unix, Linux, Sun Solaris; network types; network topologies; transport devices e.g. hubs, routers, switches; and data communications equipment.
