**Duties**:

- Assist or act alone in managing the Army Records Information Management System (ARIMS) for records management procedures, forms control, publications control, and appropriate disposition.
- Perform as the Defense Civilian Intelligence Personnel System (DCIPS) Program Analyst to advise and provide technical guidance to all echelons of unit personnel.
- Monitor management throughout the performance management cycle to ensure that job objectives, interim reviews, and end-of-year appraisals and recommendations are completed.
- Interpret policies in order to provide guidance on personnel and performance management issues. Research issues for managers and employees in order to resolve unique or complex issues.
- Prepare and update evaluation report rosters and rating profiles to aid in managing evaluation reports submissions. Provide evaluation preparation training to small groups.
- Process civilian personnel actions to document changes to position or employee records using automated systems, such as, but not limited to: AUTONOA, DCPDS, JDAT, and FASCLASS.
- Maintain position control document(s) to ensure appropriate accountability of human resources against validated requirements on the TDA.
- Study and evaluate various administrative regulations, procedures, and policy directives to determine applicability and impact within the jointly-staffed organization and remains knowledgeable of current guidance.
- Develop and maintain standardized procedures regarding civilian/military promotions, requisitions, manpower strength reports, assignments and utilization, and training request/requirements.
- Provide technical guidance to personnel pertaining to current personnel, manpower, and administrative issues.
- Advise staff on administrative problems encountered in areas of responsibility, outline resolution efforts, consolidate options, and recommend alternative courses of action. Extract, summarize, and disseminate pertinent information to/for the unit.
- Track and report on hiring efforts; assemble and compile completed reports, and submits to supervisor for review and coordination.
- Orchestrate hiring panel actions, to include advisory services and coordination of panel materials in accordance with established policy. Process selection and incentive analysis and paperwork.
- Maintain and monitor official manpower authorization tables. Make independent adjustments, e.g., adjusting manpower match-ups by paragraph and line numbers.

- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).
