Position Overview:

Indev is seeking a technology consultant to advise and guide leadership within the City of Syracuse, NY, serving as a visionary and steering the City through strategic use of technology to achieve long-term objectives. This role is critical for crafting a forward-thinking technology roadmap, emphasizing the strategic deployment of technology solutions, and harnessing both internal and external resources to bring innovation and efficiency to the forefront of operations.

The ideal candidate will bring a history of aligning technology initiatives with mission goals, fostering innovation, and ensuring efficient use of technology solutions. Candidate must have the ability to persuade and influence, while working collaboratively with groups who may have differing priorities and perspectives.

This is a contracted role, requiring candidates to work 16-20 hours weekly depending on client needs. You will be fully on-site in Syracuse, NY to start with the potential for hybrid work down the line.

Your future duties and responsibilities:

  • Strategic Vision and Leadership: Develop a technology strategy that integrates with the City s business objectives, emphasizing innovation and efficiency.
  • Innovation and Operational Efficiency: Champion the identification and adoption of digital transformation initiatives. Focus on automating processes and implementing solutions that improve productivity, reduce costs, and enhance overall business operations.
  • Resource Management and Collaboration: Oversee the allocation and management of both internal IT resources and external technology partners to ensure projects are delivered effectively. Foster collaboration across departments to ensure technology solutions meet business needs.
  • Project Leadership and Execution: Apply rigorous project management methodologies to support major IT initiatives from conception through successful execution. Ensure projects align with the strategic vision, are completed on time, within budget, and deliver measurable business outcomes.
  • Stakeholder Engagement and Communication: Act as a key liaison between the IT department and other business units. Effectively communicate technology strategies and benefits to non-technical stakeholders, ensuring buy-in and support for IT initiatives.
  • Technology Governance and Risk Management: Establish and maintain policies and procedures for technology governance. Assess and mitigate risks associated with IT operations and technology investments, ensuring compliance with relevant regulations and standards.

Required qualifications to be successful in this role:

  • Proven experience in a senior technology leadership role, ideally as a CTO or consultant, with a strong focus on strategic planning and execution in a CIO environment.
  • Exceptional ability to communicate complex technological concepts to non-technical stakeholders, ensuring alignment and understanding across the organization.
  • Strong project management skills, with experience leading cross-functional teams and managing external resources to deliver technology projects successfully.
  • Bachelor s or Master s degree in Computer Science, Business, or related field, with 10-15 years of relevant experience in IT operations and strategy.
