Location 1 vacancy in the following location: Boston, MA * Remote job No * Telework eligible Yes-as determined by the agency policy. * Travel Required 25% or less - You may be expected to travel for this position. * Relocation expenses reimbursed No * Appointment type Permanent - * Work schedule Full-time - * Service Competitive * Promotion potential 12 * Job family (Series) 0343 Management And Program Analysis * Supervisory status No * Security clearance Secret * Drug test Yes * Position sensitivity and risk Noncritical-Sensitive (NCS)/Moderate Risk * Trust determination process Suitability/Fitness * Announcement number IOD-ST-12393936-24-VM * Control number 788782400 Help Duties Typical work assignments include: * Assists in the development, coordination, and implementation of critical strategic infrastructure plans to provide courses of action. * Gathers information and develops recommendations for programs related to critical infrastructure protection, incident response support, information sharing, and other topics as assigned to facilitate regional infrastructure protection. * Advising the Regional Operations Manager/Mission Support Manager, Regional Director, Regional Senior Leadership, and headquarters personnel of critical infrastructure trends in region to maintain leadership situational awareness. * Developing information packets on locations and events to facilitate critical infrastructure threat information sharing. * Coordinating Regional Director and Regional Field Staff response to requests for information and requests for action from headquarters to maintain the flow of critical information. * Liaison between the Regional Office, CISA Central, Sector Specific Agencies, and other DHS components/divisions on threats and incidents related to critical infrastructure to synchronize infrastructure protection response activities. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs. * Current Federal employees must meet time-in-grade requirements. * One-year probationary period may be required. * This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Qualifications To be considered minimally qualified for this position, you must demonstrate that you have the required education and/or experience for the respective grade level in which you are applying. You qualify for the GS-09 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-07 grade level (or equivalent) performing the following duties: * Gathering, identifying, and analyzing threats and hazards to critical infrastructure; Assisting with written policies and procedures. * Assisting with coordinating, developing, and in the implementing of critical strategic infrastructure plans. Assisting leadership regarding the analysis of critical infrastructure dependencies and interdependencies within region/district programs. OR EDUCATION: A. Master's or equivalent graduate degree from an accredited institution that included major study in a field that demonstrates the knowledge, skills, and abilities necessary to complete the tasks of this position. OR B. Two (2) full years of progressively higher-level graduate education leading to a master's degree from an accredited institution that included major study in the field of study described in statement "A" above. OR C. LL.B. (Bachelor of Laws) or J.D. (Juris Doctor) degree, if related OR COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the first year (total graduate education minus 18 semester hours or 27 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. You qualify for the GS-11 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties: * Implementing strategic and operational planning responsibilities for the region. * Planning and executing ongoing programs, projects, initiatives and/or procedural changes, and leads the analysis for impacts on critical infrastructure assets within the region. * Reviewing and analyzing regional plans, policies, and security procedures and other matters of importance with leadership guidance. OR EDUCATION A. Ph.D. or equivalent doctoral degree from an accredited institution that included major study in knowledge, skills, and abilities necessary to complete the tasks of this position. OR B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above. OR C. LL.M. (Master of Laws) degree, if related OR COMBINATION OF EDUCATION AND EXPERIENCE: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total number of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level. You qualify for the GS-12 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-11 grade level (or equivalent) performing the following duties: * Leading the analysis of critical infrastructure dependencies and interdependencies within region/district programs, projects, and studies that require analysis of interrelated issues, such as effectiveness, efficiency, and productivity, of substantive, mission-oriented programs. * Developing and implementing new plans, schedules, or methods to accommodate changing program requirements. * Advising and guiding administrative policies, management, and organizational theories that require considerable adaptation. * Supporting senior leadership Headquarters personnel of critical infrastructure trends in the region. * Participating in the development of Regional Strategic Plan and operational planning responsibilities.
