EOE M/F/D/V Job Title: Regional Engagement Branch Liaison Department/Division: Operations FLSA Classification: Exempt Reports to: Program Manager Supervisor for: None Primary Purpose: Why the job exists; this is the ultimate or overarching accountability for the job. To provide coordination, leadership, planning, and execution support the Naval Special Warfare Command (NAVSPECWARCOM) at NAVSCIATTS in Stennis, MS. Essential Functions: The essential functions or tasks should state the purpose of the work and the results to be accomplished, rather than how the function is performed. Include those functions that account for 10% or more of the work, i.e., key functions that contribute significantly to the achievement of the job. These are tasks the employee must be able to perform, with or without accommodation, or else they couldn’t be hired. * Write correspondence in accordance with SECNAVINST 5216 Correspondence Manual, when necessary.
* Cross train with other contracted positions to fill in during absences. * Attend and satisfactorily complete all Government required training associated with job responsibilities.
* Responsible for providing personnel properly trained to meet position specific requirements.
* Perform data entry utilizing current versions of Microsoft® Windows®, and Microsoft Office® applications like Access®, Excel®, Word®, PowerPoint® and other related programs.
* Comply with applicable DoD, Navy, USSOCOM and NSW cyber-security, information technology (IT) systems, network, and/or security applicable instructions and policies, and ensure all contractor personnel have read and agree to comply with such instructions and policies.
* Familiar with NSWC Acceptable Use Policies and provide training to its personnel as to appropriate practices when interacting with Government IT systems and networks.
* Exhibit professional conduct and comply with all applicable Federal, DoD, Navy and United Special Operation Command regulations, instructions, directives, and policies in performance of this contract.
* Specific labor which requires the Level 1 fitness standard defined below:
* * Able to manipulate all equipment utilized within courses; able to on and off-board all vessels utilized within courses; able to sustain being underway during training evolutions. * Be able to work non-standard schedules to satisfy training requirements as required.
* * Non-standard schedules are defined as shift work in order to accommodate course schedules, which may encompass weeknights and/or weekends. These are coordinated in advance and do not exceed eight hours. Required Education/Training: * Training of International Partners related to Security Cooperation and Security Assistance with a degree from an accredited U.S. college.Experience: * Eight (8) years’ experience working in Security Cooperation and Security Assistance programs and/or training of International Partners related to Security Cooperation and Security Assistance with no Degree, or five (5) years’ experience working in Security Cooperation programs.
* Six (6) years’ experience as NSW Operations Chief or other agency equivalent level or higher.
* Five (5) years’ experience using Microsoft Office suite.
* Five (5) years’ experience communicating fluently in English both orally and in writing, including ability to use proper grammar, punctuation/spelling to prepare letters/reports.
* One (1) year experience working with Department of State and Defense Security Cooperation Agency (DSCA) Security Assistance and Security Cooperation programs and policies.Minimum Qualifications: Identify the minimum required skills, knowledge and abilities required to competently perform the job duties. * Possess a valid state driver’s license and be able to obtain and maintain driver licenses.
* Hold minimum of SECRET level clearance.
