Sr. Manager, Performance And AccountabilityThis opportunity is open to current WSSC Water employees only. The Sr. Manager, Performance and Accountability supports the director in executing the mission of the General Manager's Office of Performance and Accountability (GMOPA). This position provides leadership and oversight across GMOPA's core pillarsStrategic Plan Management, Enterprise Risk Management, Performance and Key Initiatives to advance WSSC Water's strategic objectives and ensure effective organizational performance. This position also collaborates with leaders and staff across WSSC Water to monitor performance, enhance accountability, and drive continuous improvement.Responsibilities include supporting the Strategic Plan implementation, managing enterprise risk, advancing key initiatives, and supervising staff engaged in data analysis and process improvement projects that enhance quality, operations, productivity, and cost-effectiveness.Essential Functions:Provide leadership for GMOPA's four pillarsStrategic Plan Management, Enterprise Risk Management, Performance and Key Initiatives ensuring alignment with Commission objectivesAdvises the Director on the elements of performance and accountability management, strategic planning, implementation of key initiatives and work plan managementActs as the Director in the absence of the Director of Performance and AccountabilityManage and develop assigned staff, fostering accountability, collaboration, and professional growthSupervises Performance and Accountability Analysts and Project Managers who have strategic planning, data analysis, and process improvement within their portfolios. Reviews associated materials and deliverables for accuracy and thoroughness. Ensures follow-up on action items identified in performance review sessionsProvides strategic and analytical support and leadership on major Commission initiatives, as well as facilitating solution implementationPerforms and oversee the collection, assessment, research, and analysis of data for strategic planning, performance management, and process improvement to identify ways to enhance operations and effectivenessCommunicates results and business impacts of analysis insight initiatives to WSSC Water leadershipCoordinate and support audit closure activities in partnership with departments and the Office of the Inspector General (OIG), ensuring timely resolution of findings, implementation of corrective actions, and identification of sustainable solutions that strengthen accountability and operational effectivenessChampions data visualization and process improvement tools to increase utilization within departments to translate data into insight, process mapping, and performance improvementCoordinates departmental assignments and provides support for strategy, data, and process improvement effortsOversees the design and delivery of reports and insights that analyze business functions and key operations and performance metrics, for example:Produces the Commissioner Performance Report that communicates progress toward WSSC Water's Strategic Priorities. Establishes procedures for the cross-organizational collection of data, provides analysts with training to interpret results and prepares Executives on results and potential questionsOversees analysts' data collection of Key Performance Indicators (KPIs) as part of WSSC Water's participation in American Water Works Association (AWWA), Water Research Foundation (WRF) and other benchmarking groupsLeads process for leadership to refine select targets for Key Performance Indicators, facilitates cross-organizational efforts to quantify progress, identifies planned improvements and risks to achieving progress (in coordination with Enterprise Risk Manager)Monitors current and emerging organization development trends to evaluate applicability to the organizationCoordinates recruitment, selection, training, and assignment of Performance and Accountability Analysts and Project ManagersIn collaboration with the Director, develops the budget for the Office of Performance and Accountability using relevant data to project future needsSupports the Director and General Manager in a leading role to develop and promote a continuous improvement culture throughout WSSC WaterSupervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending terminationProvides guidance to leadership on how to engage middle management and front-line employees in performance information.
