Sr. Manager, Network Infrastructure & Data Center OperationsThis is a non-merit system, employment-at-will, long-term contract position. The Sr. Manager, Network Infrastructure & Data Center Operations leads and directs the team and provides day-to-day oversight and management of data centers, data networks, platforms, telecommunications infrastructure, and technical facilities. The scope of responsibilities includes management of a 247365 mission critical data center and infrastructure operations, including oversight of related infrastructure activities in all project phases beginning with requirements gathering through implementation, with on-going production and on-call support.Essential Functions:Oversees and directs all aspects of the 247365 mission critical data center, platforms, cloud infrastructure, and network/telecommunication infrastructure operations, including plans, designs, and implementation, deployment, support and maintenance functionsExercises leadership and day-to-day management of technical teams tasked with the operations of the data center, data network, platforms, telecom network, call/contact center systems operations and servicesServes as the senior level escalation point for data center operations and infrastructure managers and staff that responds and resolves all infrastructure operational issuesEstablishes high performance and optimized data center, network operations center and telecommunication infrastructure, facilities and servicesManages external vendor relationships with contract administrators to review/negotiate/revise relevant contractsOversees the management of service level agreements with vendors and service providersDevelops policies and procedures for all information technology infrastructure operating environmentsReports key metrics on data center, platforms and network/telecommunication infrastructure operational activityServes as liaison with governmental and non-governmental entities anticipating the acquisition or maintenance of communications equipment at Commission facilities; manages such relationships and service level agreementsManages and ensures compliance with FCC regulations and other regulatory bodiesManages and oversees the maintenance of all assets for the data center, platforms, networks, telecommunications, and other infrastructureProvides strategic direction for growth with business plans for technology infrastructure operations capacity planningDesigns infrastructure technology services to meet business service level agreementsSupervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending terminationOther Functions:Establishes plans and policies to support the Commission's Continuity of Operations (COOP) Plans and Business Disaster Recovery plansPerforms other related duties, as requiredWork Environment And Physical Demands:Business casual office environmentRequired Knowledge, Skills, And Abilities:Considerable knowledge of network-based systems operations and maintenance, including a good understanding of protocols and tools necessary for effective resolution of maintenance requests and tracking operational processesStrong knowledge of network and cable management systems, including inventory and special connotation related to the presence of systems in a distributed environmentKnowledge of data center operations and capacity planningKnowledge of methods and procedures for managing instrumentation and process control operations and troubleshootingKnowledge of telecommunications including SIP, PBX, ACD, CTI, voice engineering, call routing, and IVR programmingKnowledge of FCC rules and regulations and the principles and standard practices of microwave and communications electronicsIn depth knowledge of the following of Data Center Facilities Management, Data Center backbone networks, Platforms, Cloud Computing, Server Farms, large-scale Storage Area Networks (SAN) and Data Center provisioning processesTechnical skills required to manage Unix/Linux, mainframe, MS Windows, and VMWare/Virtual environmentsStrong customer focus skills with ability to recognize customer requirements, assist customer in achieving their goals, manage customer expectations and consistently achieve high customer satisfactionExcellent analytical and problem-solving abilitiesStrong analytical and organizational skills with the ability to manage multiple, competing complex prioritiesExcellent oral and written communications skillsStrong organizational and management skills; ability to efficiently manage a variety of multiple concurrent projects simultaneouslyAbility to work well with people from different disciplines with varying degrees of technical experienceAbility to manage numerous projects and activities simultaneously, ensuring the correct priorities are assigned and initiatives are completed within resource constraintsMinimum Education, Experience Requirements:Bachelor's degree10+ years experience in data center, LAN/WAN, and telecommunication administration and network operations management3+ years experience managing technology teams as well as the following:Experience with infrastructure/network operations support and PBX implementation and supportExperience developing and implementing operational plans, which may include budgets, processes, and infrastructure methodologiesDemonstrated experience implementing call center and contact center solutions for enterpriseExperience in operations, project applications, and project management, working with/meeting business users' requirementsExperience designing, managing and implementing network and data center infrastructure to support organization's Disaster Recovery/COOP and Business Continuity plansAdditional Requirements:Applicant must complete the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafterMust be available, as required, to work as needed on a 24-hour on-call basis, odd and irregular hours and various shiftsPreferences:Master's degree in Management Information Systems, Computer Science, or Information Management;Water/wastewater utility or relevant industry experienceSalary: $168,976 - $287,716EEO Statement: AN EQUAL EMPLOYMENT OPPORTUNITY EMPLOYER It is the policy of the Commission to select new employees and to promote current employees without regard to race, sexual orientation, sex, religion, national origin, marital status, or handicap.
