Job Overview:

The COOP/Disaster Recovery Plan Coordinator will play a critical role in ensuring the IT department is prepared for any disruptions to operations. The successful candidate will be responsible for updating and maintaining the Department’s Continuity of Operations (COOP) Plan, Incident Response Plan, and Disaster Recovery Plan. This position requires proactive planning, coordination with key stakeholders, and the development of drills and exercises to ensure readiness.


Key Responsibilities:


  • Plan Updates: Annually update the Department’s COOP Plan, Incident Response Plan, and Disaster Recovery Plan, or as needed following real events.
  • COOP Planning Support: Identify and implement solutions to address potential gaps in the event of workforce depletion, technology loss, and facility loss.
  • Training & Drills: Develop and conduct training, drills, and exercises to test and improve the IT department’s COOP and Disaster Recovery Plans. Draft After Action Reports to document findings and corrective actions.
  • Stakeholder Liaison: Work closely with management on COOP planning and lead citywide COOP meetings.
  • Emergency Response Integration: Integrate COOP considerations into broader emergency response plans.
  • Emergency Coordination: In the event of an emergency, respond and coordinate necessary activities under the direction of the CIO office.
  • Communications Maintenance: Assist in maintaining and updating communications including email lists, social media, newsletters, websites, and other external communications.
  • Resource Consolidation: Identify and report continuity and emergency management resource requirements for inclusion in the Agency’s overarching budget.
  • Business Impact Analysis (BIA): Perform BIAs to support continuity plans and identify essential business functions that IT must support.
  • Risk Identification: Work cross-functionally to identify risks associated with scheduled disaster recovery (DR) test activities.
  • Incident Response Participation: Actively participate in the Incident Response process.


Required Qualifications:


  • Continuity & Disaster Recovery Expertise: Extensive experience in continuity, incident response, and disaster recovery program management.
  • Research & Writing Skills: Strong research, writing, and project management skills.
  • Incident Response Knowledge: In-depth understanding of the Incident Response Process.
  • Technical Proficiency: Strong working knowledge of Microsoft Office applications; experience with desktop publishing software is a plus.
  • Attention to Detail: Exceptional organizational skills, attention to detail, and ability to manage complex information and multiple projects.
  • Problem-Solving Ability: Demonstrated ability to plan, organize, and solve problems effectively.
  • Team & Independent Work: Ability to work independently and within a team environment.
