Human Resources Specialist (Military) (T5)This is a National Guard Title 5 Excepted Service position. This National Guard position is for a Human Resources Specialist (Military) (T5), Position Description Number T6371000 and is part of the AL DCSPER JFHQ, National Guard. Responsibilities include:1. Implementing the State's Incentive Program and subordinate programs, including SRIP, AMEDD, SLRP, CLRP and BRS-CP through policy execution and processing of contracts/actions. Administering and processing payments for all incentive contracts and programs, which includes validating documentation and ensuring policy compliance.2. Conducting a continuous review of policies related to contract monitoring, termination notifications, Congressional inquiries, and complaints from the Inspector General as applicable. Preparing discrepancy memorandums for Soldiers and ensuring timely notification. Serving as the liaison between the State Incentives Office and lower echelons providing timely notifications to Soldiers regarding contract discrepancies. Coordinating Exception to Policy (ETP) submissions by ensuring proper documentation and developing tracking mechanisms.3. Providing support in the training and oversight of lower echelon system operators to ensure compliance with established policies and procedures. Analyzing and reporting on trends observed during training sessions and ongoing activities, making informed recommendations to the State Incentives Manager based on these findings. Organizing and conducting detailed briefings for the Recruit Sustainment Program (RSP) and the Soldier Readiness Program (SRP), as well as any additional training sessions as directed by state leadership. Ensuring that all training materials are relevant, up-to-date, and effectively communicated to participants.Performs other duties as assigned.Requirements:Conditions of Employment:Qualifications:Experience Requirements:General Experience: Experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible work may be qualifying as long as it provided evidence of the knowledge, skills, and abilities necessary to perform the duties of the position to be filled. Experience of a general clerical nature (typing, filing, routine procedural processing, maintaining records, or other nonspecialized tasks) is not creditable. Trades or crafts experience appropriate to the position to be filled may be creditable for some positions.Specialized Experience: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.Education: Substitution of Education for Specialized Experience: master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.Additional Information:If you are a male applicant who was born after 12/31/1959 and are required to register under the Military Selective Service Act, the Defense Authorization Act of 1986 requires that you be registered or you are not eligible for appointment in this agency.This position may be authorized a recruitment or relocation incentive for up to 25%.
