Position Summary

This position will support and lead efforts for procurement, orientation, management, and continuous improvement to ensure the operation of a high-quality, citywide system of youth workforce development programs. This position will be the primary contact for a designated set of youth providers and special projects. This position will assist with the ongoing development and implementation of a strategy for investing in services for youth and young adults. The overall responsibilities include assessment, planning and continuous improvement based on monitoring results, and effective communication of providers’ operational success.


Essential Functions

  1. Responsible for programmatic contract management, ensuring all aspects of the contract scope of services are carried out and deliverables are met within specified timeframes.
  2. Work closely with internal contracting staff to support youth providers throughout the contracting lifecycle, including procurement, contract negotiation and requisition, expenses oversight, and contract close-outs.
  3. Work closely with contracted youth providers to ensure they understand and are prepared to meet programmatic contract requirements and continuously improve through the following:
  4. Provide orientation, training, and ongoing technical assistance.
  5. Coordinate and conduct programmatic monitoring including participant files reviews, site visits, program observations, interviews, and focus groups to ensure quality service is being rendered for Philadelphia youth and young adults.
  6. Facilitate collaborative relationships between all youth providers and key stakeholders, including but not limited to the PA CareerLink® Youth Navigators and One-Stop partners.
  7. Utilize data reports to oversee provider service delivery and outcomes to drive performance management/continuous improvement efforts.
  8. Respond to and create plans based on trends, comparisons, or recommendations as a result of monitoring:
  9. Develop and conduct individual and/or group training as needed for youth provider staff.
  10. Conduct regular discussion of contractual performance with provider management.
  11. Collaborate cross-team and department to develop and implement policies, protocols, procedures based on monitoring findings, trends, etc.
  12. Collaborate with PhilaWorks Management to develop, implement, and oversee a plan of correction, as needed.
  13. Assist in identifying best practices for enhancing processes and procedures for better performance, service delivery and efficiency services throughout the workforce system.
  14. Support continuous improvement and the implementation of new projects/ideas/concepts:
  15. Be the influencer of change.
  16. Communicate processes/procedures to providers in a consistent manner.
  17. Provide training to providers on new processes/procedures, as needed.
  18. Follow through to ensure consistent and efficient implementation.
  19. Maintain records for all performance management results and communicate youth providers’ operational successes.
  20. Perform other job related duties as assigned.



Requirements


Education/Professional Experience

Bachelor’s Degree from an accredited college or university in Human Services, Youth Development, Business Management or related field with 2 to 3 years’ experience in monitoring and/or quality assurance. A combination of education and youth related work experience may also be considered. Previous workforce experience is preferred with knowledge of WIOA and TANF regulation law. Or, any combination of education and experience determined to be acceptable.
