Travel is required approximately 25% of the time, during the legislative session to cover legislative hearings. May be required to attend meetings and hearings at Capital or State office building.This position exists to ensure that the Child Support Division's (CSD) legislative activities are managed and coordinated across the division and in alignment with other programs in the Family well-being administration, and other programs in the Department, particularly the public assistance programs. This position helps develop policy and budget proposals; serves as lead author of bill analyses, provides leadership and direction to CSD management. This position is part of the Policy & Planning team, which in addition to coordinating the division's legislative activities, develops and communicates program policy and builds and maintains relationships with the child support professional community. Team members are responsible for researching and analyzing child support policy and law; maintaining the Child Support State Plan; and monitoring changes in public policy and the law regarding child support to determine impacts on the division. As the division's legislative lead, this position manages and oversees critical policy issues that result in legislation, leading planning efforts for a comprehensive strategic legislative agenda. This position manages legislative activities related to both internal and external proposals to achieve short and long-term goals supporting children and families receiving child support. Additionally, the team works closely with MN.IT at DCYF on automation of legislation and policy.Responsibilities include:Manage bill development and legislative activity for CSD and coordinate with related programs in the department as needed to support bill development and legislative activity not specific to child supportMeet with legislators and testify on child support bills at legislative hearingsManage implementation of legislation passed affecting CSDAssist on grant projects and other division or department initiatives helping with policy analysis, development and offering planning expertiseAct as a liaison between the division and child support community stakeholders, including the legal communityMinimum Qualifications:To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.Four (4) years specialized working experience representing and speaking for the interest of an organization at internal planning meetings and interactions with legislators, their staff, and outside stakeholders.Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process:Ability to communicate effectively both orally and in writingDemonstrated research and analysis skillsAbility to facilitate the development of consensus amongst people who represent diverse points of viewsKnowledge of child support laws, policy and proceduresKnowledge of statutory construction and interpretationPreferred Qualifications:Master's degree in public policy, public administration, social sciences, or health policy related field or a Juris Doctor degree. Previous work experience working in the child support program. Previous work on developing policy proposals and drafting legislation.
