Position Summary:

The Licensed Customs Broker will coordinate, maintain, and execute a compliant duty drawback program. This includes collecting and auditing data and documents (import, export, receiving, manufacturing, etc.) prior to claim submissions. The role is responsible for directing the workload of the duty drawback broker to ensure timely submission of claims, maximizing refund opportunities, and maintaining compliance with federal regulations.


Key Responsibilities:

  • Coordinate and execute a compliant duty drawback program, auditing data and documents before claim submissions.
  • Direct and monitor the workload of the duty drawback broker, ensuring accurate data and timely submission of claims.
  • Review business import and export activities to maximize refund opportunities.
  • Monitor drawback bond sufficiency and coordinate with Customs Regulatory to adjust bonds as needed.
  • Manage duty drawback refunds, ensure proper allocation to business areas, and report to Finance.
  • Drive process improvements to maximize refunds per manufactured unit in collaboration with Manufacturing, Accounting, and Finance teams.
  • Collaborate with Siemens Energy Inc. businesses, Customs Regulatory, and duty drawback brokers to review and respond to Drawback Desk Reviews/CF28s.
  • Stay up to date on federal regulation changes and assess their impact on current processes.
  • Conduct feasibility analyses for SEI and affiliate businesses to determine eligibility for duty drawback and Foreign Trade Zones.
  • Advise U.S. business areas on duty drawback and Foreign Trade Zone questions to optimize duty recovery.
  • Lead efforts to digitalize and modernize data collection and processing for the duty drawback program.
  • Maintain and update current drawback manufacturing rulings and submit new rulings for any new activity.
  • Ensure that Drawback Standard Operating Procedures (SOPs) and Work Instructions are current, developing new templates, forms, and fact sheets as needed.
  • Develop and provide duty drawback-related training to peers, colleagues, stakeholders, and businesses to maintain compliance and knowledge across the organization.


Qualifications:

  • Bachelor's degree or equivalent education and experience in a related field.
  • Minimum of 5+ years of successful experience in U.S. Customs Duty Drawback.
  • Licensed Customs Broker or Certified Customs Specialist is required.
  • In-depth knowledge of CFR 15, CFR 19, and U.S. Customs Duty Drawback regulations.
  • Proficient in identifying and implementing corrective actions to resolve issues.
  • Hands-on experience with ERPs, preferably SAP, and Global Trade management software.
  • Proficiency in Microsoft Office applications (Word, Excel, Outlook, PowerPoint, Visio) and data analysis tools.
  • Strong ability to work with cross-functional teams (procurement, finance, sales, logistics, order management, and engineering) across different time zones.


This position is key to ensuring that the company's duty drawback program remains compliant, efficient, and aligned with federal regulations, while driving continuous improvement.
