Position Purpose and Objectives

The Payroll and Benefits Specialist will be responsible for managing and administering the organization's payroll processes and employee benefits programs. This role ensures compliance with all federal, state, and local regulations while providing exceptional service to employees regarding payroll and benefits inquiries.


Roles and Responsibilities:

Payroll Administration:

  • Process and administer weekly payrolls for all employees, ensuring accuracy and compliance with state and federal laws.
  • Maintain payroll records, including timesheets, wage adjustments, deductions, and garnishments.
  • Ensure timely and accurate submission of payroll taxes and filings.
  • Reconcile payroll prior to transmission and validate confirmed reports.
  • Handle payroll discrepancies and resolve employee payroll issues promptly.
  • Prepare payroll reports for management and audit purposes.
  • Pay state and federal taxes and Simple IRA each week.
  • Process Quarterly and Annual Filings.

Benefits Administration:

  • Administer employee benefits programs, including health insurance, retirement plans, and other voluntary benefits.
  • Coordinate annual open enrollment for benefits, assisting employees with plan selections and enrollment procedures.
  • Maintain and update employee benefits records in the HRIS and benefits management systems.
  • Ensure compliance with COBRA, HIPAA, ERISA, and other related regulations.
  • Act as a liaison between employees and benefits providers to resolve issues and answer questions.

Compliance and Reporting:

  • Stay updated on changes in payroll and benefits laws and regulations in California and ensure compliance.
  • Prepare and file required reports with federal, state, and local agencies.
  • Conduct regular audits of payroll, benefits, and HR systems to ensure accuracy and compliance.
  • Maintain and update payroll and HRIS systems, ensuring data integrity.
  • Identify and implement process improvements to enhance payroll and benefits administration efficiency.
  • Collaborate with IT and other departments to integrate and optimize payroll and HR systems.

Employee Support:

  • Provide excellent customer service to employees regarding payroll and benefits inquiries.
  • Conduct employee orientations and explain benefits programs and payroll processes.
  • Assist employees with claims issues, plan changes, and other benefits-related matters.


Required Knowledge, Skills, and Abilities

  • Proven experience will be considered.
  • Strong knowledge of federal, state, and local payroll benefits regulations.
  • Proficient in the use of payroll software (Sage, ADP, Paychex), Microsoft Excel, and HRIS systems.
  • Excellent organizational and time management skills.
  • Strong analytical and problem-solving abilities.
  • Effective communication and interpersonal skills.
  • High degree of accuracy and attention to detail.
  • Ability to work independently and as part of a team.
  • High degree of integrity and ethical standards.
  • Must be able to maintain confidentiality.

Education and Experience

Essential

  • Bachelor’s degree in Human Resources, Business Administration, Accounting, or related field preferred
  • Valid driver’s license
  • Ability to use/learn business technology
  • Microsoft Office
  • Sage 100

Physical Requirements

  • Ability to sit at a desk and work on a computer for prolonged periods.
  • Occasional standing, walking, and lifting up to 10 pounds.
