General Description and Classification Standards

The purpose of the job is to support the Mayor’s Office Cultural Affairs in the performance of duties associated with the Public Art Program of the Mayor’s Office of Cultural Affairs (OCA). This job requires adherence to policies and procedures established by the City of Atlanta, Mayor’s Office of Cultural Affairs. Under general supervision, Public Arts Project Coordinator manages, coordinates, and oversees public art projects within Atlanta’s Public Arts Program; works with OCA staff, artists, contractors, and vendors to facilitate the construction and installation of public artwork; serves as liaison between artists, property managers, OCA Public Art Program Manager, city staff and the public for public art projects; and performs related duties as assigned. This position reports directly to the Public Art Program Manager and is a full-time position. This position supports the Public Art Project Manager who is responsible for managing assigned public art projects and contracts to meet Atlanta’s public art goals and objectives. Coordinators are responsible for project management related to facilitating the construction and installation of public artwork.  The Coordinator also has vendor payment and procurement responsibilities and tracks public art projects to ensure artwork is completed and installed within set timelines.

Supervision Received

Works under direct supervision reporting to Public Art Program Manager and general supervision of the Executive Director. 

Essential Duties and Responsibilities 

These are typical responsibilities for this position and should not be construed as exclusive or all-inclusive.  May perform other duties as assigned.

The following duties are normal for this job. This position requires the ability to work independently and collaboratively to see projects through from inception and/or proposal to final delivery.

  • Manage, organize and administer public art projects and contracts; continuously tracks projects to ensure public artwork is completed and installed on-time and within budget; researches and recommends public art sites and potential future projects; coordinates project meetings with artists, contractors, property owners/managers and OCA staff; directs and coordinates projects support services throughout the bid and construction process; confers and works with artists throughout the design, development, construction, fabrication and installation phases of a project to resolve construction and installation issues as they arise.
  • Provide support and assistance to the Public Art Program Manager for current and future public art projects and programs; assist to develop, implement and assess policies and procedures for the Public Art Program; organizes, coordinate and prepare information and materials for community, department and Public Art Program related meetings.
  • Prepare, disseminate, and solicit Requests for Qualifications and Proposals. Market and announce art project availability; negotiate contractual obligations with artists.
  • Serves as liaison between, staff and the public for current and future public art projects, interfaces with Atlanta organizations and businesses, community and civic leaders, industry professionals and artists.
  • Assist in planning and coordinating public art events and dedications.

Communication:

  • Deliver oral presentations in regarding programs internally as well as to local organizations and community agencies.
  • Answer questions and inquiries from patrons, the public and city officials.

Administrative Duties:

  • Maintain records on all billing statements, purchase orders, contracts etc.
  • Order and maintain supplies and services in support of Public Art initiatives.
  • Complete weekly, monthly, and annual reports as required by the Program Manager.
  • Perform administrative tasks as needed to include but not limited to: contract negotiation, typing, filing and archiving work progress, process invoicing, create and maintain databases, reporting, etc.

Fiscal Responsibilities:

  • Responsible for the expenditure and accountability of monies utilized for project management by for the Public Art Program.
  • Manage, organize, oversee and coordinate multiple public art projects.
  • Supervise payments to artists, independent contractors, and vendors.

Interpersonal Relations:

  • Deal effectively with patrons, the public & employees associated with the OCA’s Public Art Program, civic and business communities, and businesses.
  • Present and maintain a professional demeanor regarding relations with patrons, employees, the public and governmental officials.

Employee Development:

  • Program Manager instructs and councils staff in coordinating assigned activities, planning the work of contractors, and day to day operations.
  • The Mayor’s Office of Cultural Affairs and City of Atlanta offer training, workshops, and encourage the continued self-training and pursuit of excellence when it comes to staying current in best practices in the field of Public Art. 

 Seeking Applicants with Knowledge of:

  1. Methods and techniques of public art project management, including art contracts, construction and installation management.
  2. Public art policies, including artist selection processes, contracting, project management and public processes associated with art projects.
  3. Architectural, Art, and Design trends, architecture and art models, historical precedents involving artists and architects and the community-based collaborative processes.
  4. Visual arts, public arts, artists, media arts and the community of artists in Atlanta area.
  5. Public policy approaches to cultural and art programs.
  6. Current issues and initiatives with public art on a local, regional and national basis.
  7. Methods and techniques of community interface and organizing.
  8. Principles, practices and techniques of negotiation.
  9. Principles and practices of sound business communications.
  10. Working with contractors, sub-contractors, consultants, inspectors, as well as knowledge with local city permitting process.

Essential Capabilities and Work Environment

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with job.  On call after hours and on weekend if there is a project management emergency.  Use of the Microsoft Suite, and great business writing and record keeping skills are required.

PHYSICAL REQUIREMENTS: Must be physically able to operate a variety of job-related machines and office equipment.  Must be able to move or carry related objects or materials.  Physical demands requirements are at levels of those for active work.

INTERPERSONAL COMMUNICATION:  Requires the ability to communicate with people to convey or exchange professional information.

LANGUAGE ABILITY:  May require the ability to read a variety of professional, technical, and administrative documentation, directions, instructions, methods and procedures.  May be required to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.  Requires the ability to communicate with and before others using correct English.  

BUSINESS ACUMEN:  Requires the ability to learn and understand subject matter principles and techniques; to make independent judgments in absence of supervision within the scope of respective job duties and tasks; to acquire and be able to expound on knowledge of topics related to primary occupation.

NUMERICAL APTITUDE:  May require the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.  

FORM/SPATIAL APTITUDE:  Requires the ability to inspect items for proper length, width, and shape.

MOTOR COORDINATION:  Requires the ability to utilize job related equipment in the course of accomplishing job duties and tasks associated with respective primary duties.

COLOR DIFFERENTIATION:  May require the ability to differentiate colors and shades of color.

INTERPERSONAL TEMPERAMENT:  Requires the ability to interact with people (i.e.: staff, supervisors, general public and elected officials) beyond giving and receiving instructions.  Must be adaptable to performing under minimal or composed stress when confronted with an emergency.
