The Bill & Melinda Gates Foundation's U.S. Program (USP) works to expand access to life-changing opportunities. Our USP Data Strategy drives improvements in the education-to-workforce data ecosystem that will provide practitioners and policymakers with the information they need to answer critical questions about student progress and to implement evidence-based reforms that equitably improve outcomes, especially for Black and Latino students, and students from low-income backgrounds.

Your Role

As Senior Program Officer, you will be at the forefront of transforming the education-to-workforce data ecosystem to advance equity and opportunity for all learners. In this critical role, you will apply your expertise in education data, AI, and other emerging technologies to collaborate with internal and external partners to develop, refine, and implement innovative solutions that enhance the availability, adoption, and use of key education and workforce outcome metrics related to equitable value. You will drive the development of the Value Data Collaborative and related practitioner-facing data tools, while increasing the collection and availability of federal and national metrics related to learner workforce outcomes. Additionally, you will support the Innovate with Research & Development (IRD) portfolio by testing and implementing public good innovations to address high-impact challenges in the P20W data ecosystem, including interoperability, privacy, data quality issues, and AI technology integration.

This position reports to the Deputy Director, Data and is a limited-term position for 24 months. Relocation will be provided.

What You'll Do

Make and manage complex portfolio of grants or performance-based contracts to enhance national postsecondary and workforce data infrastructure, promoting the adoption and use of P20W metrics at scale.
  • Invest in novel tools and technologies to address interoperability, privacy, and data quality challenges, accelerating data insights and product innovation in the P20W data ecosystem.
  • Review letters of inquiry and grant proposals and provide clear and concise funding recommendations.
  • Collaborate with partners to ensure project impact reviewing progress, budgets, and deliverables; conducting site visits; providing operational guidance; and convening meetings of key partners.
  • Develop, manage, and implement strategic portfolios aligned with foundation and cross-division goals.
  • Represent the US Program communications with partners and serve as a technical resource on P20W data emerging technologies.


Your Experience
  • Subject matter expertise in administrative data focused on workforce outcomes related to equitable value, including but not limited to the availability, coverage, definitions, and use cases for key sources. Knowledge of and experience with education institutions, membership organizations, technical assistance providers, and the value chains that support improvement and student success a plus.
  • Demonstrated understanding of solution integration and necessary technology and data infrastructure; familiarity with product development cycles and deep knowledge of AI tools a plus.
  • Strong interest and experience in deploying data and evaluation to identify and address education and workforce inequities for Black, Latino, and learners from low-income backgrounds.
  • Experience successfully collaborating and using informal influence and non-positional leadership to accomplish work, build trust; motivate and educate other team members.
  • Exemplary written and verbal communication skills; ability to effectively facilitate, manage and summarize divergent points of view to advance the thinking of the group, synthesize and extract meaning from complex bodies of work and effectively communicate key takeaways for diverse audiences.
  • Expertise with data analysis, synthesis, and visualization for learner and worker success
  • Knowledge of how different communities and partners engage with education data systems, incorporating community/partner demand and needs into the work.
  • Strong project and relationship management skills vital to lead projects requiring deep engagement and collaboration across internal and external partners to ensure landmarks are clearly defined, progress stays on track, and deliverables meet standards to advance the US Program Data strategy.

The salary range for this role is $166,300 to $249,500 USD. We recognize high-wage market differences in Seattle and Washington D.C., where our offices are located. The range for this role in these locations is $181,200 to $271,800 USD. As a mission-driven organization, we strive to balance competitive pay with our mission. New hires salaries are typically between the range minimum and the salary range midpoint. Actual placement in the range will depend on a candidate's job-related skills, experience, and expertise, as evaluated during the interview process.
