Summary:

We are seeking a highly motivated and experienced individual to fill the role of Oil and Gas Senior Regulatory Analyst, PRB North in our Denver office. The successful candidate possesses a deep understanding of oil and gas Federal permitting in Wyoming. The Senior Regulatory Analyst will provide permitting expertise to support the south PRB team and execute on permit submittals to BLM (CFO and BFO), WOGCC and SEO. The Senior Regulatory Analyst plays a vital role in preparing and submitting permits to the state and federal agencies. They are responsible for coordinating regulatory filings, communicating regulatory permitting requirements and updates from agencies, and working collaboratively and cross functionally both internally within asset teams and with outside parties, including state and federal agencies, continually driving progress and results on asset team projects.


Key Responsibilities:

Permitting

  • Lead bi-weekly PRB South asset meetings in conjunction with sub surface lead, to drive asset team goals and execute on project timelines for asset development success.
  • Provide team members and outside consultants with priority-driven direction to coordinate the execution of permitting deliverables required for federal and state submissions.
  • Execute departmental permitting objectives at both the federal and state levels.
  • Mentor and cross-train all PRB regulatory team members to uplevel the overall effectiveness of the group.
  • Accurately track permitting projects and communicate progress and potential challenges to management.
  • Maintain accurate reporting throughout (EPEX and PowerBI) to provide leadership with real-time data on each project.
  • Track and maintain federal APD inventory. Submit 100% of available BLM APD extensions within 90 days of the expiration date. Implement a new tracking process for APDs with a new single 3-year term.
  • Knowledge of regulatory agencies and associated timelines for approvals (i.e SEO, BNSF, Counties, OSLI & USFS: Pit Permits, commingling applications, water well permits, boring permits, ROWs, water permits and water routes).
  • Attend quarterly meetings with regulatory agencies. Constantly improving relationships and communications with all regulatory agencies and continually looking for process improvements.


Operations:

  • Monitor rig schedule permits and ensure submissions are done in a timely manner to achieve desired spud dates.
  • Communicate and coordinate with leadership on ETA’s for regulatory approvals, identifies potential problems ahead of time, and works with team to provide solutions.
  • Final review of all permits before they are marked spud ready. Coordinate with field staff to file appropriate notice with BLM and WOGCC.


Reporting and tracking

  • Maintain internal database with high level of accuracy to provide timely reporting to leadership.
  • Export Bi-Monthly WOGCC and BLM APD reports to display company’s permitting progress and inventory.
  • Identify all BLM and WOGCC expirations within the next 120 days each month to present to the team and produce recommendations to achieve asset permitting goals.
  • Verifies all weekly Progress reporting from team of all BLM and WOGCC APDs.
  • (Submittals, Approvals., Spuds, Expirations, Renewals) and any general updates
  • Responsible for QCing and ensuring validity of all permitting data and metrics.


Qualifications & Desired Skills:

  • Minimum 4 years of experience with Federal and State permitting. Wyoming experience is a plus.
  • A bachelor’s degree is a requirement, and a degree in a relevant field would be highly desirable.
  • Knowledgeable on Federal and State permitting in Wyoming, full understanding of oil and gas operations planning through pipeline.
  • Strong leadership and collaboration skills.
  • Strong prioritization skills and highly organized.
  • Excellent communication skills- ability to communicate clearly with team and agencies.
  • Identify and implement process improvements through cross-functional collaborations with all related departments (geology, drilling, completions, operations, etc.).
  • The ability to effectively manage team members, contractors and competing priorities to deliver results.
  • Experience in the following programs is a plus: ARC GIS, EPEX, M-FILES, EFORM, RBDMS, AFMSS, Spotfire., Well Drive, Open Invoice.
