The Project Engineer, under limited supervision, manages capital projects from concept to completion for water distribution, wastewater transmission, and treatment plant improvements. Ensures compliance with regulations and standards, reviews engineering plans and specifications, and prepares reports and designs. Supervises staff and reports to the assigned exempt manager.


Duties and Responsibilities:


Project Management:

  • Oversee water and wastewater capital projects from conceptualization to completion.
  • Manage project phases including design, permitting, right-of-way acquisition, bidding, and construction.
  • Review and process invoices for engineering services, construction contracts, and materials.

Staff Supervision:

  • Guide and direct subordinate staff in designing water and wastewater facilities.
  • Assign tasks, review work for accuracy, and conduct performance appraisals.
  • Handle hiring, disciplinary actions, vacation approvals, and personnel issues.

Design Review:

  • Review staff-prepared studies, hydraulic models, cost estimates, and design documents.
  • Provide guidance and suggestions for improvements.

Departmental Coordination:

  • Direct staff and consultants in designing water pipelines and sewer facilities.
  • Participate in preparing and implementing the capital improvements plan.

Regulatory Compliance:

  • Review consulting engineers’ plans to ensure they meet regulations and standards.
  • Manage title searches and property purchases for projects.

Documentation and Reporting:

  • Draft ownership and service agreements, preliminary engineering reports, and availability letters.
  • Prepare maps, visual aids, and cost estimates for projects.

Internal and External Communication:

  • Interact with engineers, technicians, maintenance staff, and customers professionally.
  • Communicate with various departments regarding fees, right-of-ways, and project details.

Permitting:

  • Assist with regulatory permitting processes by preparing and submitting permit applications.
  • Coordinate with local and state agencies for permits and rights of way.

Emergency Response:

  • Be on call for emergency situations as required.

Other Duties:

  • Perform other related duties as needed.
