We are seeking a highly skilled and experienced Program Manager to serve as primary appointee of the Chief Medical Examiner in Charleston, WV.


General Description

This position is responsible, as primary appointee of the Chief Medical Examiner, to manage all aspects of: Child Fatality Review Panel; Domestic Violence Fatality Review Panel; and Unintentional Prescription Drug Overdose Review Panel as separate components of the Fatality and Mortality Review Program (FMRP).


Serves as chairperson of each separate panel at their respective monthly meeting, conducting and directing all proceedings. Assigns cases to multidisciplinary panel members for presentation at the monthly review meeting. Upon completion of the monthly meeting, consolidates and records the panel's recommendations for inclusion into the annual report compiled for the WV legislature by the FMRP. Ensures that all review panels, associated meeting, and correspondence are conducted in accordance with WV code and associated Legislative Rules that govern the review panels.


Incumbent will be responsible for management and assignment of duties, responsibilities, and tasks for the staff members assigned to the FMRT unit of the FMRP that includes: one (1) Epidemiologist 1 position and one (1) Data Abstractor (Office Assistant 3) position. Ensures completion of daily review of all fatality cases (including the investigation of circumstances surrounding the death and the factors utilized to determine the final cause and manner of death) in order to determine whether the case will be included or excluded for review by one of the fatality review panels. Ensures that staff properly complete the associated data entry and analysis of cases selected for review by a panel. Responsible for approving timesheets, leave requests, initiating and recommending disciplinary actions, and all other supervisory responsibilities. Represents the OCME on multiple local, state, and national committees related to child, domestic violence, prescription drug overdose fatalities. Incumbent will be responsible for the development, implementation, enforcement, review, periodic update program policies, procedures and protocols for the FMRP and each of the program's sub-units. Ensures that policies procedures, and protocols are designed and implemented to maximize efficient work-flow and accomplishment of the overall OCME mission. Contributes to the formation and implementation of the overall policies and procedures across the organization. Continual review and evaluation of policies, and protocols to ensure continued application of best practices. Required to consistently seek additional partnership opportunities with local, state, and national entities to supplement and share information produced by the FMRP efforts.


Incumbent will manage the WVVDRS, competitive grant awarded to the OCME by the Centers for Disease Control and Prevention (CDC) National Violent Death Reporting System (NVDRS) continuously since 2017. Assigns duties, responsibilities and tasks to WVVDRS staff. Conducts staff evaluations utilizing the EPA process. Responsible for case review, data abstraction, case management, and case analysis in the NVDRS system. Ensures that all CDC imposed deadlines for case completion are strictly adhered to. Serves as Program Manager for the CDC grant. Serves as coordinator and chairperson of the Violent Death Advisory Group (VDAG). Responsible for approving timesheets, leave requests, initiating disciplinary action, and all other supervisory responsibilities.


Incumbent will manage the data abstraction and data entry components of the State Unintentional Drug Overdose Reporting System (SUDORS), a program of the Overdose Data To Action (ODTA) grant awarded to DHHR by the CDC. Responsibilities include the assignment duties, tasks and responsibilities to the staff assigned to SUDORS. Evaluation of staff using the EPA process. Approves timesheets and leave requests, initiates disciplinary action, and performs all other supervisory responsibilities. Ensures that case review, data abstraction, data entry and case management are properly conducted daily. Responsible for ensuring that all cases are completed within the strict deadlines imposed by the CDC. Serves as the program manager for the SUDORS component of the ODTA grant. Represents the OCME on the state opioid overdose task force, and participates in numerous other overdose committees across the state and beyond.


Incumbent will develop and provide input into the OCME budget as it relates to FMRP. Represent the OCME in various meetings, conferences and events with local, state and national stakeholders. Represent the OCME daily in interactions with the general public, multiple governmental and non-governmental agencies, law enforcement, court systems from across the state and beyond. Serves as a member of the OCME hiring committee through service on interview boards to provide objective feedback on applicants for various vacancies within the OCME.


Minimum Qualifications

Education: Master's degree from an accredited college or university in the area of assignment.

Substitution for Education: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.


Experience: Three years of full-time or equivalent part-time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.

Substitution for Experience: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.
