Job Summary

This position is responsible for, but not limited to, assisting the Health, Safety and Environmental department by conducting Pipeline Damage Prevention training, Site excavation leadership, accurate locating, marking and reporting of above ground and underground utilities to include, wire, conduit, cable or structure which is buried for use with storage, conveyance, or transmission of electronics communication systems, telephone or telegraph systems, fiber optic systems, electric, energy, oil, natural gas, hazardous liquids, steam, water, or sewer systems. Use of Inductive, Conductive, Electromagnetic line finding equipment, prior to beginning all mechanical excavations. Ensuring specified “Excavation Tolerance Zone” is adhered to and that those performing excavation meet minimum qualifications to perform duties. Receive and Process all “811 Locate” tickets, using APWA uniform color code flags, stakes, paint to mark utilities. Provides advanced troubleshooting and implement solutions. Occasionally, assist the HSE Manager in safety function duties and responsibilities tasked to the candidate. This position reports to the HSE Manager.


Primary Responsibilities

  • Perform as a subject matter expert in line locating and excavation laws.
  • Excellent understanding of client excavation requirements.
  • Safe operations of company vehicle.
  • Operate line locating equipment within accordance to manufacturers recommendations.
  • Report equipment inspection failures.
  • Oversight of company line locating email where all locates are sent to and from operations.
  • Verify locating requirements and exceptions from operations.
  • Review excavation markings and compare to state locate request for optimal self-reassurance.
  • Walk excavation site for markings and potential conflicts with potential excavation site.
  • Report any excavation conflicts to operations, client and One Call Center.
  • Provide electronic mapping of findings of all markings, conflicts and provide check-list with recommendations on excavation proceedings.
  • Performing follow ups on previous excavation sites to ensure company policy and excavation recommendations are being followed.
  • Report to HSE Manager if policies are being ignored or bypassed.
  • Other job duties as assigned.


Minimum Requirements

  • A high school diploma with a bachelor’s degree preferred.
  • Hold credentials and/or certifications through an accredited agency in Pipeline Damage Prevention, Utility Line Locator and Ground Penetrating Radars is preferred.
  • A minimum of one or more years of experience in line locating and Health, Safety & Environmental leadership experience.
  • Bilingual, a must
  • Excellent interpersonal and communication skills
  • Computer literacy with proficiency in Microsoft Office, Google Earth, One Call Center Portals
  • Current/Valid driver’s license
  • Share a strong vision for safety and leadership
  • Demonstrates a flexible, positive ‘can do’ approach to delivering team results
  • Ability to coach and correct found bad behaviors or violations within company, state or federal regulations.
