Our client, Lexington County, SC is seeking a Fleet Services Director to oversee all operations of the Fleet Services department. The Director establishes policy and direction to efficiently and effectively provide County departments with safe, reliable, and economically sound transportation and related support services, while conserving vehicle value and equipment investment.

Responsibilities:

  • Plans, directs and coordinates through subordinate staff the operations and of the Fleet Services department. Supervises department employees which involves such duties as instructing, assigning and reviewing work, developing and maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.
  • Provides centralized management to maximize vehicle equipment utilization.
  • Serves as the Fleet Consultant for budgetary purposes and provides long range asset planning for all departments while ensuring cost effectiveness in managing the life cycle costs of all county assets.
  • Develops and maintains a 20 year Fleet Replacement Plan and strategy to minimize vehicle life cycle costs with consideration given to acquisition costs, depreciation expenses, residual values, maintenance and repair costs, capitalization costs, expected longevity and future replacement costs; develops and maintains a departmental long range plan for organizational changes, technical and non-technical training, safety and quality control and improvement of customer satisfaction.
  • Manages the operation of the county wide vehicle and heavy equipment replacement program. Designs and supervises the installation and operation of computerized accounting, statistical and records systems and universal maintenance standards
  • Develops and implements methods to reduce departmental costs and establishes inventory control parameters and methods. Establishes equipment work procedures, preventative maintenance and repair standards, service schedules, quality control programs and policies, and procedures for hazardous waste and environmental issues.
  • Establishes and maintains good working relationship with vehicle manufacturers and administers in house vehicle warranty programs to minimize vehicle downtimes and improve overall vehicle availability. Manages the reimbursement of revenues received from performing reimbursable warranty services.
  • Prepares and administers the department budget. Forecasts funds needed for staffing, equipment, material and supplies.
  • Interprets, explains and enforces federal, state, and local rules and regulations governing equipment management, fleet management and vehicle emission compliance.
  • Oversees the management of fuel purchasing and usage programs at the County Airport and Fleets local and remote fuel dispensing sites, as well as mobile fueling trucks, and ensure DHEC and EPA standards are maintained.
  • Assists other departments with vehicle and equipment specifications; attends pre-bid vehicle and equipment meetings.
  • Prepares bid specifications, requests for proposals, grant requests, and assists other staff with specifications for vehicles and equipment, as well as goods and services not obtained through the state contract system, evaluates all bid responses and makes departmental recommendation of award to Council.
  • Assists Risk Manager with claims and assures that the County receives a fair and equitable settlement on all other party at fault claims with respects to repair integrity and vehicle value in the event of a total loss claim.
  • Programs underground storage tank monitors; monitors and reviews daily underground tank reports; performs random site visits at countywide fuel sites.
  • Prepares various reports for the County Administrator and various agencies at the state level.
  • Analyzes vehicle monitoring data from motor pool and EMS vehicles; reviews required vehicle monitoring reports.
  • Oversees the operation of motor pool vehicle program.
  • Monitors and evaluates fleet productivity and utilization; uses GPS software systems to monitor the proper usage of County assets.
  • Performs equipment inspections at all fire stations.

Education, Experience, and Skills Required

  • Bachelor’s degree from an accredited college or university is required.
  • 9+ years of relevant experience
  • Technical Automotive Certifications from ASE in 12 or more specialty areas is required
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job will also be considered.
  • Principles, practices, tools, and equipment of fleet management and maintenance.
  • Cost analysis, environmental/emissions regulatory compliance and motor fuel procurement procedures.
  • Supervisory and management policies, procedures and techniques. Budget development and administration.
  • Computerized accounting and statistical record keeping systems.
  • Characteristics and operating principles of internal combustion engines;
  • Methods, practices and procedures in repairing, overhauling, and maintaining gasoline-and diesel- powered automobiles and trucks;
  • Materials and parts used for the repair of automotive equipment;
  • Various testing devices, machines and hand tools used in mechanical repair work;
  • Occupational hazards and safety precautions of equipment repair work and large-scale shop operations;
  • Principles and practices of inventory control;
  • Prices and local sources of supply for necessary garage supplies, materials and replacement parts; Materials and parts used for the repair of automotive equipment;
  • Occupational hazards and proper safety precautions of the work;
  • Terminology and various professional languages used w within the department
  • Operation of machine and hand tools;
  • Planning and ensuring adherence to a preventive maintenance plan suitable for the County's automotive fleet;
  • Supervisory practices and procedures;
  • Exercising independent judgment in applying standards to technical aspects of work; Preparation, generation and interpretation of complex reports;
  • Maintaining accurate files and compiling data into report forms;
  • Written and verbal communication via in-person, phone and email contact.

The selected candidate must have or be able to obtain a valid SC drivers license.
