Job summary

We are looking for someone to join our team to lead on the sponsorship of delivery of HS2 from London to Birmingham to time and budget. This will ensure that we and our partners remain aligned and work together effectively to make the most of the opportunities at Old Oak Common .

Work on OOC/ Phase 1 is led out of the Major Rail Projects Group in the Department for Transport.� The Major Rail Projects group is responsible for sponsorship of the High Speed 2 programme and Northern Powerhouse Rail.�As part of the Delivery Directorate leadership team, the Deputy Director for HS2 Construction Sponsorship and Old Oak Common Station is accountable for sponsoring delivery of HS2 Phase 1 civils construction and Old Oak Common Station.

This role is one of four Deputy Director posts in the Delivery Directorate. You will lead a diverse team of project delivery and policy professionals, and work closely with our delivery partners, key stakeholders, and colleagues across Government, including managing our relationship with High Speed 2 Ltd.

You�ll also be a key part of my senior management team and will play a critical role in making the Delivery team and MRPG a great place to work.

Job description

This role sponsors one of the most high-profile and largest value projects within Government. The HS2 Delivery Directorate is accountable for sponsoring the delivery by HS2 Ltd of a new high speed rail line between London to Birmingham. This includes the line of route construction, the four new stations and the rolling stock and rail systems.

As part of the Delivery Directorate leadership team, this role is accountable for sponsoring delivery of all civils construction between Birmingham and London; the construction and entry into service of Old Oak Common Station (spanning the HS2 station and the Great Western Main Line station); as well as supporting delivery of Old Oak West, a major commercial and housing development around the station being developed by the Mayor of London.

In addition to bringing experience of major project delivery, the post holder will need excellent communication skills, along with sound political judgement, and an ability to deploy these to build effective relationships, manage conflicting views and influence at the highest levels including with Ministers and senior leaders across HS2 Ltd. They will need to be able to develop a strong network within the Department, with HS2 Ltd and other delivery partners (Network Rail and the Old Oak and Park Royal Development Corporation) and other colleagues across Whitehall. Alongside this they will be a self-starter and a talented leader who can set the agenda, ensure project control and motivate and develop a diverse and inclusive team.

Responsibilities

Lead the team responsible for sponsorship of the circa. �16bn of Main Works Civils on HS2 Phase 1. Role model excellent sponsorship of HS2 Ltd and its primary suppliers, helping to create of support and challenge.Lead the team responsible for the sponsorship of the delivery of the � Old Oak Common station, including the HS2 station and the conventional station.Lead the coordinated management of the On Network Works on the Great Western Main line needed to insert the new station (including managing a series of disruptive possessions and their impact on passengers). This includes by creating a culture of joined-up and collaborative working across the wider rail industry.Support and help lead the cross-government project to regenerate the Old Oak and Park Royal area, maximising the benefits for that community of the new station in conjunction with OPDC.Work across the Delivery Directorate Leadership Team to develop plans for the transition from Main Works Civils and station construction to the next phase of the project � systems installation - and work with HS2 Ltd to ensure preparedness for this to take place.Work closely with the Project Controls team to ensure the performance of the main works and Old Oak Common contracts (which account for around half the remaining cost) against the schedule and budget are effectively controlled and deliver best value for the taxpayer.Work across team boundaries to ensure that lessons learned on the Main Works Civils and Old Oak Common construction are shared with other sponsorship teams (including with the other station sponsors), ensuring maximum benefit from the knowledge gained through delivery, driving better value for money from the overall programme and wider projects in the Department.Lead and manage the team, setting direction and vision, motivating and engaging individuals and creating a supportive culture that enables individuals at all levels within the team to deliver to the best of their abilities. Form part of the senior leadership team of the Delivery Directorate, within the Major Rail Projects Group.

You will need to be able to show, through your application, that you have the professional skills, breadth of experience and personal qualities for this post, as well as the leadership skills to succeed at Deputy Director level in the Senior Civil Service.

Generous Annual Leave and Bank Holiday Allowance

25 days annual leave on entry, increasing on a sliding scale to 30 days after 5 years� service (allowance is pro rata for part-time employees). This is in addition to 8 public holidays.
