The Bureau of Environmental Remediation in the Kansas Department of Health and Environment is seeking a Financial Section Chief. This position is located in Topeka. This position reports to the Bureau Director and is tasked with planning, organizing, and directing through subordinate supervisors the activities of units engaged in the preparation and execution of records management, budgetary, grant, and financial actions for all state-wide programs in the bureau. Duties include making work assignments, setting staff priorities, setting performance standards and providing feedback to staff, conducting personnel evaluations, supporting staff career development and training, stimulating productivity, and providing a creative work environment. The Section Chief will ensure that section activities follow all applicable federal and state statutes and regulations, as well as agency guidance and policy, in accomplishing the goals and objectives of the bureau.

Job Responsibilities may include but are not limited to the following:  

Plans, organizes, and directs through subordinate supervisors the bureau administrative activities of units engaged in the preparation and maintenance of records management, budgetary, grant, and financial actions for all state-wide programs in the Bureau of Environmental Remediation. Perform supervision of direct report staff (unit manager and other technical lead positions) of the Administrative Section that performs all records/data management and fiscal operations. This includes making work assignments, setting performance standards, conducting personnel evaluations, setting staff priorities, providing performance feedback to staff, rewarding staff performance appropriately, supporting staff career development and training, stimulating productivity and providing a creative work environment. Provide professional development to subordinate employees. Follow all appropriate federal, state, agency guidance, policy, regulations and statutes to accomplish the goals and objectives of the bureau.

Plans, organizes and directs the activities and manages the records and data management resources necessary to operate and maintain multiple state-wide programs. Includes using management systems and tools to continually improve paper and electronic document management, open records requests, and data management systems and initiate changes to correct deficiencies; and adapt services to meet changing needs. Develop, implement and manage complex manual and computer-based data and records systems. Responsible for efficient implementation of software programs. Is highly proficient in overseeing system functionality and plans/coordinates on-site meetings targeting program areas. Facilitates decisions for all aspects of the software configuration and implementation. Responsible for identifying and developing standards relating to the use of accounting systems. Develop data and report extraction procedures and processes.

Qualifications

Education : High School, GED Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State. Minimum Qualifications: Three years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency. Preferred Qualifications: Bachelor’s degree in business, finance or accounting-related field. 5 years of experience and skills working with agency purchasing, contracts, grant applications, fund management, and accounting software (payables and receivables). SMART, KEIMS, Crystal Reports. Proofreading, editing, attention to detail. Word, Excel, PowerPoint, Access, AutCad, MapCad.
